Summary of Job Purpose
Under the direction of the Chief Information Officer (CIO), the Assistant Chief Information Officer (Assistant CIO) supports the leadership, planning, and day‑to‑day management of the County’s Information Technology Department. This role assists in translating strategic technology direction into operational execution, oversees assigned IT projects and programs, and helps to ensure the delivery of secure, reliable, and efficient technology services across County departments.
EssentialFunctions
- Supports the Chief Information Officer by providing analysis, recommendations, and operational insights related to departmental operations, technology initiatives, and emerging issues. Assists in preparing information and materials that support executive leadership, informed decision‑making, and coordinates IT activities with County priorities and CIO direction.
- Responsible for direct supervision of IT Professional full‑time and part‑time staff, including performance management, work assignments, coaching, training, and coordination of daily staff schedules and operations. Leads professional growth and staff development initiatives, to promote accountability, and continuity of IT services.
- Oversees the County’s technology and digital communications program, including social media, newsletters, and technology‑related public information content. Coordinates staff responsible for content creation; and serves as the primary liaison with external public relations and communications contractors.
- Serves as central liaison between the County’s departments, vendors, and internal and external stakeholders to align technology solutions with business needs and ensures clear communication throughout the project lifecycle. Leads and manages assigned technology projects, including planning, coordination, execution, and delivery. Collaborates with department heads and stakeholders to assess needs, recommend solutions, and support successful implementation of technology services.
- Manages County messaging systems, collaboration platforms, and business applications ensuring secure and reliable operation and alignment with operational requirements.
- Coordinates the implementation of enterprise applications, infrastructure upgrades, cybersecurity initiatives, and audio/visual technologies.
- Supports the Human Resources department’s pre and post implementations of HRIS operations, system integrations, enhancements, data integrity, HR applications access and administration, and user adoption across HR technologies. In this capacity, provides assistance to HR department with analytics and reporting insights to leadership, and serves as a backup resource to Human Resources for HRIS transactions and technical support.
- Manages Public Safety Technology (SO, Dispatch, and EMS).
- Performs advanced systems administration duties, including server, network, cloud, identity, security, and core application administration, and serves as the primary technical escalation point for complex or sensitive operational issues.
- Supports the department’s recruitment, onboarding, training, and performance management, and assists with corrective or disciplinary actions as delegated.
- Supports the County’s cybersecurity program by assisting in the development, implementation, and continuous improvement of security controls, monitoring risks, and coordinating mitigation efforts in alignment with industry best practices and regulatory requirements. Escalates risks and recommendations to the CIO as appropriate.
- Assists with departmental budgeting and financial management, including supporting budget development, tracking project costs, and identifying opportunities to improve efficiency and compliance.
- Assists in the development and maintenance of IT policies, standards, and procedures to ensure secure, effective, and consistent use of technology resources. Maintains working knowledge of emerging technologies and evaluates opportunities to improve infrastructure, applications, and service delivery.
