Description

This posting is for Data Processing Systems Analyst positions (Levels II – IV) at the Hawaii State Department of Education. The authorized level for this role is IV, but applicants for Level II will be considered if recruiting difficulties arise.

Salary Range

All new external applicants will be placed at the initial step of the salary range. Placement above the initial step is based on special characteristics, critical needs, exceptional qualifications, the availability of funds, and other relevant factors. Hawaii State Department of Education employees will be placed on the salary range in accordance with Department regulations.

  • Data Processing Systems Analyst II, SR‑18: $4,725.00 – $5,753.00 per month
  • Data Processing Systems Analyst III, SR‑20: $5,107.00 – $6,221.00 per month
  • Data Processing Systems Analyst IV, SR‑22: $5,527.00 – $6,728.00 per month
Responsibilities
  • Plan and conduct fact-finding tasks to gather information on electronic data processing needs and problems of departments.
  • Perform studies related to workflow, work measurement, time distribution, organizational and functional relationships, and form design.
  • Meet with and interview personnel from various levels of management and operations.
  • Analyze and coordinate subsystems.
  • Determine the feasibility of converting operations and procedures to electronic data processing.
  • Analyze procedures for feasibility of using different machines, capacities, cost, etc.
  • Prepare comprehensive reports of findings and recommendations.
  • Develop overall plans and detailed procedures and processes for conversion to machine processing, including flow charts and functional block diagrams.
  • Integrate systems and procedures with the needs and requirements of various agencies wherever possible.
  • Work in close cooperation with representatives of staff agencies in line departments and operating departments in central agencies.
  • Prepare and maintain procedural manuals.
  • Conduct management studies associated with other program or management objectives and needs.
  • Prepare reports of work activities and correspondence.
  • Review work results and ensure that management and staff officials understand problem areas.
  • Provide guidance and assistance in implementing accepted recommendations.
  • Supervise a group of analysts and/or programmers and support personnel as a unit supervisor or team leader.
  • Coordinate work performed with supervisors of other functional areas.
  • Train lower-level analysts as required.
Minimum Qualifications

Basic Education Requirement: Graduation from an accredited four‑year college or university with a bachelor’s degree, or equivalent experience of comparable scope, level, and quality. Applicants must demonstrate the ability to write clear reports, interpret complex written material, and solve complex problems logically and systematically.

Experience Requirements: Applicants must have the following experience, unless a substitution is provided below:

  • Data Processing Systems Analyst II: 0.5 years specialized experience, 0 years supervisory experience, 0.5 total years.
  • Data Processing Systems Analyst III: 1.5 years specialized experience, 0 years supervisory experience, 1.5 total years.
  • Data Processing Systems Analyst IV: 2.5 years specialized experience, 0 years supervisory experience, 2.5 total years.

Specialized

Experience:

Progressively responsible work experience in computer systems analysis involving analysis and design of systems for electronic processing of data or stored computer programming experience that includes participation in systems analysis.

Substitutions Allowed
  • A bachelor’s degree in computer science or a comparable major may substitute six months of specialized experience.
  • A master’s degree in information and computer science may substitute one and one‑half years of specialized experience.
  • A doctorate in information and computer science may substitute two years of specialized experience.
  • Excess supervisory experience may substitute specialized experience on a year‑for‑year basis.
