Class Characteristics

The Capital Projects Manager position supports the Capital Program Manager and Executive Director in the development and execution of transportation and transit projects as part of the capital improvement program. This person will have oversight of planning and engineering consultant teams in all aspects of design and plan preparation for roadway, highway, transit and multi-modal improvement projects in both project leadership and partnership roles with City, County, Regional, and State agencies in and around the Tahoe Basin.

The incumbent will deliver projects by agreed grant requirements, plan, budget, and quality objectives. They will lead, assign, and review work of project delivery teams; check work and progress and identify changes of scope and additional services; and develop and oversee contracts, budgets, and schedules. The incumbent will lead and/or assist with grant development, request for proposals and interview preparation and participation.

Additionally, they will provide technical direction, support and strategic planning while being a visible and active member of the transportation community.

TYPICAL JOB FUNCTIONS
  • Report to the Capital Program Manager and Executive Director regularly to maintain critical lines of communication on capital project delivery and risk mitigation strategies.
  • Develop and maintain trusted adviser relationships with key transportation partners and guide the application of strategic transportation policies that are solution oriented towards the successful implementation of capital projects.
  • Participate in the development of Local Public Agency (LPA) and Program Supplement Agreements (PSA) for funding, project development, and implementation with respective Department of Transportation (Use the "Apply for this Job" box below). in ongoing strategic positioning for regionally significant multi-modal project opportunities.
  • Responsible for successful scoping, contracting and project execution, working closely with office leadership.
  • Manage transportation and transit capital projects involving multi-modal facilities, as well as assisting in preparing strategic plans for discipline growth, preparing scopes of work, and conducting quality control reviews.
  • Provide overall project leadership, manage transit and transportation planning/engineering, and project development activities.
  • Lead moderate to large projects for planning and implementation.
  • Develop solutions for difficult problems/tasks of unusual complexity and scope that require a high degree of innovation and ingenuity.
  • Project Manager duties also include responsibility for management and contract performance across multiple disciplines.
  • Plan, direct and coordinate activities of projects to ensure the goals or objectives of these projects are accomplished within prescribed time frame and funding parameters.
  • Regularly monitor the progress of projects or tasks through project management reviews.
  • Maintain proper quality assurance and quality control.
  • Direct and coordinate activities of consultants and partner agency reviews to ensure project progresses within scope, on schedule, and within prescribed budget.
  • Initiate and review price proposals. Participate in interviews and presentations as applicable.
  • Serve as a representative of TTD at meetings, presentations, and public hearings/reviews related to assigned projects.
  • Ensure compliance with grant requirements and reporting.
  • Responsible for grant development, tracking, and capital programing support.
  • Prepare grant applications and related reports to send to grant agencies, funding partners, and the public.
  • Responsible for working within TTD's project management software, work breakdown structure, financial administration, and procurement process.
  • Perform other duties as assigned.
Qualifications
Knowledge of:
  • Experience in managing multi-modal projects in the planning/engineering and implementation stages.
  • Requires extensive, progressive, and technical experience in transportation.
  • Requires knowledge and experience of Federal and State transportation regulations and programs, including FTA, FHWA, and NEPA, preference to have experience in CEQA and TRPA regulations. With no experience in CEQA and TRPA, must have the willingness to become proficient.
  • Knowledge of Caltrans local program procedures and/or Nevada Department of Transportation Local Public Agency Project procedures.
