Location: Minden

May be filled as Appraiser or Appraiser Trainee depending on qualifications. Salary Ranges:
Appraiser Trainee - $24.91 - $34.87. Appraiser - $31.71 - $44.38.

Primary Objectives

Performs intermediate work appraising of real and personal property for tax assessment purposes; substantiating appraisals before taxpayers and/or the Board of Equalization; performing related work as apparent or assigned.

This is a safety sensitive position and is subject to random and pre-employment drug and alcohol screening.

PRIMARY DUTIES AND RESPONSIBILITIES
  • Reads and interprets a variety of maps and aerial photographs, locates and identifies all taxable, real and personal property using prescribed procedures to classify uses, character, and quality of construction for determining official property valuation in the County through on-site field inspections.
  • Collects general, specific and comparative data; interviews members of the general public and other government offices in gathering information that affects the value of real or personal property; collects and assembles market sales data, analyzes and interprets information; inventories all taxable real property.
  • Establishes value of residential, commercial, agricultural, historic and industrial real properties of moderate complexity; classifies property to determine the extent of taxability; handles subdivision analysis and commercial and industrial properties; collects vacant land sales and interprets information.
  • Establishes the appraised value of real or personal property using a cost, income or comparative sales approach, as appropriate; calculates agricultural and historic deferred tax liens; provides the Treasurer's office with split parcel values after roll close on parceled properties; prepares an appraisal report detailing the process used to establish the value of the property.
  • Provides assistance as necessary to the other Appraisers in determining appraised values; provides training to new and/or less experienced Appraisers in appraisal techniques, statutory requirements and other position requirements and responsibilities; functions as a Review Appraiser.
  • Prepares for, and appears at, County or State Board of Equalization appeal hearings; defends the assessed value of personal or real property and the methods used to establish value through presentation of maps, narrative and written documentation.
  • Participates in the preparation of the secured and unsecured assessment roll including maintaining data and assisting in the preparation and verification of accounts; maintains knowledge of, and performs, all appraisals according to NRS guidelines and professional appraisal practices.
  • Receives, reviews, verifies and processes declarations of value; estimates values when declarations are not received; audits title companies for compliance; explains appraisals and the valuation process to public contacts in the field, office, and over the telephone.
  • Monitors and records declarations for aircraft; conducts on-site inspections for tie-downs and hangars; monitors declarations, appraises for value, and processes tax information for mobile homes; assists in billing and collection of appropriate taxes.
  • Uses County vehicle to perform various tasks related to job duties.
  • Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
  • Contributes effectively to the accomplishment of team or work unit goals, objectives, and activities.
  • MINIMUM QUALIFICATIONS
    Appraiser Trainee
    • Position requires an Associate or Technical degree in appraisal, finance, construction technology, or a closely related field and one (1) year of experience in work which has involved the appraisal, assessment or valuation of real or personal property; OR an equivalent combination of education, training and experience.
