Hourly Rate: $24.74/hr

Position Summary:

The Vehicle Operations Specialist is responsible for maintaining and managing Vehicle Operations at Volk Air National Guard Base, Camp Douglas, WI. The job consists of:

A) Scheduling and Dispatch,

B) Utilization, and

C) Operator Licensing.

• Scheduling and Dispatch:
  Complete all actions to schedule and dispatch Training Fleet vehicles. Attend required scheduling and site survey visits as the primary point of contact for vehicle usage by visiting customers. Conduct Vehicle Operation Control Center dispatch operations by coordinating with installation customers for vehicle forecasting and scheduling. Validate operator licenses, qualifications, and AF Form 1800 prior to dispatch. AF Form 1800 is also checked upon receiving a vehicle back into the fleet to ensure it does not contain open discrepancies.
  
  Fill customer requests based on vehicle availability, customer need, and priority. Coordinate with Fleet Management to ensure scheduled maintenance actions are completed prior to dispatch to minimize impact to customers. Ensure dispatch according to AFIs and WI/CRTC policies, and that only operation within the Permissible Operating Distance (POD) is allowed. Written approval is required for operation beyond the established POD.
  
  Record all actions in the Vehicle Operations system of record. Maintain a dispatch control board to ensure uninterrupted dispatch activities during a contract employee’s absence.
• Vehicle Control Program (VCP):
  Manage the WI/CRTC Air National Guard Base VCP and maintain a current Vehicle Control Official (VCO) listing IAW AFI 24-302.
• Vehicle Utilization Recording:
  Track all mileage and fuel utilization in the Fleet Management system of record. Record utilization for each dispatch action and provide monthly totals. Monitor Air Force leased vehicle utilization and apply a rotation plan to keep mileage within established allowances; report excess mileage to the Vehicle Management office and COR.
• Training Fleet Vehicle Care:
  Perform all monthly operator level maintenance checks IAW AFI 24-302. Use AF Form 1800 to record completion by the 10th calendar day of each month. Perform regular vehicle cleaning and refueling after each dispatch. Maintain a parking plan to track training fleet vehicles when not in use.
• Fleet Wash Facility:
  Maintain the fleet wash facility to industry standards; report discrepancies to the Vehicle Management office.
• Accident and Abuse:
  Coordinate with base Safety, Security, and Vehicle Management to complete required accident documents. Store accident documents in both the permanent vehicle history binder and a digital folder. Report vehicle damage due to operator abuse IAW AFI 24-302.
• Government Operator Records & Licensing:
  Issue and maintain records for all U.S. Air Force Motor Vehicle Operator Identification Cards. Ensure issuance follows receipt of required forms and signatures IAW AFI 24-301 & 24-302. Maintain records in the approved Vehicle Operations system of record. Provide a monthly report of current and expired licenses to base Vehicle Control Officials or on request.

  1-3 years of experience performing essential duties described above.

• Preferred: 4-6 years of experience managing a Vehicle Operations Program at an Air Force Base.
• A combination of experience and skills will be considered.

• Perform pre-operator checks (PMCS) on fleet vehicles.
• Collaborate with Senior Leaders.
• Monitor program progress against plans, metrics and outcomes.
• Work as part of a team with strong interpersonal skills.
• Strong command of Microsoft Office and ability to produce high-quality deliverables.
• Adhere to corporate values, policies, procedures, and standards.
• Good interpersonal and communication skills; proficient typing and oral communication.
• Fluent in English (reading, writing, speaking, and comprehension).
• Capable of passing background investigation and periodic drug testing.

• Legally eligible to work in the United States (proof required upon offer).
• Valid driver’s license, clean driving record, and current vehicle insurance coverage.
• Eligible for access to military installations following background and security checks.
• Flexibility with work schedule is mandatory to support military operations.

• Administrative office setting.
• Occasional extended hours during large exercises, including evenings and weekends.
• Noise level generally low, with moderate to high noise on the flight line during operations.

• Long periods of sitting; normal periods of standing and walking.
