Job Summary
Location:
3 Locations (Roanoke or New Albany office). This onsite position involves performing highly technical estimates for transmission line and substation projects.

What You’ll Do:
- Perform highly technical estimates for transmission line and substation projects in a safe, efficient and economical manner.
- Comply with defined project scoping and estimating procedures; gather and integrate estimate and cost information to build and update master estimating cost models and databases.
- Develop criteria for estimation and use of project and portfolio contingency.
- Work with project stakeholders (project management, engineering, planning, construction, contractors, etc.) to develop, implement and continuously improve scoping and estimating processes.
What We’re Looking For:
- Support project sponsors in development of conceptual estimates; collaborate with engineering, project management, and other stakeholders in the development of the detailed project scope of work; prepare detailed project cost estimates based on the approved scope of work.
- Interface with planning, engineering, project engineering/management, outage management, construction, and operating company personnel to identify, initiate, scope, status and follow-up estimate efforts.
- Provide recommendations and guidance to interfacing groups regarding estimate approach and input requirements.
- Develop and analyze historical records of project costs; review and critique designs and specifications for cost effectiveness and suggest alternatives when appropriate.
- Adhere to standard processes and procedures for estimating; review estimate basis and assumptions for completeness and reasonableness.
- Work with functional departments and service organization to develop services labor estimates.
- Provide technical direction and guidance regarding estimate approach, assumptions, qualifications and resolution of estimate issues.
- Assist with maintaining the integrity of the estimating software and associated resource and assembly cost data.
- Demonstrate the highest standards of ethical behavior and support the Company’s Corporate Compliance Policy.

Education & Experience RequirementsEstimator (SG-6)
- Bachelor’s degree in Construction Management, Project Management or related field plus at least one year of experience in engineering, design, estimating, project management, or construction execution.
- or Associate’s Degree in related field plus three years experience.
Estimator Sr (SG-7)
- Bachelor’s degree plus at least four years experience.
- or Associate’s Degree plus six years experience.
Estimator Prin (SG-8)
- Bachelor’s degree plus at least six years experience.
- or Associate’s Degree plus eight years experience.
- Physical demand level is Sedentary.
- Demonstrate effective leadership, team building and meeting management skills.
- Demonstrate high confidence in leading team and projects to successful conclusion.
- Outstanding communication skills with all stakeholders.
- Economic and business acumen with understanding of engineering, procurement, contracting, estimating, construction and test & checkout procedures.
- Strategic thinking, planning, risk assessment and prioritization of project activities.
- Conflict management skills to resolve disputes and maximize synergies.
- Understanding of scope management.
- Accountability for project assignments.
- Organize project activities, delegate tasks, set team requirements and expectations, hold team accountable.
- Assess skill sets and capabilities needed of team members.
- High proficiency in construction methodologies.
- May require extended hours to meet project requirements and schedules.
