Project Overview

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Bechtel Manufacturing & Technology, Inc. offers engineering, procurement, and construction services for customers in the semiconductor manufacturing, electric vehicle, and data center markets.

Job Summary

This role provides the oversight of the Module Handover from concept to completion as a liaison between the OSM team, Field Engineering and Construction. The role will provide technical and management oversight of activities relating to the planning, development and delivery of the relevant scope. The work will require coordination with the OSM Subcontractors, Supply Chain, Materials Management and Logistics to ensure an integrated plan for turnover of the module to Construction.

The individual in this position has a key role in the coordination for supporting Construction's plan of the project module assembly in such a way that it can be executed to achieve optimal, predictable outcome related to safety, quality, schedule and cost. This role will have close interaction with the OSM Subcontractor to ensure completeness of each module. In scenarios where a module cannot be 100% complete, this role will ensure that after all efforts have been exhausted, a clear scope has been identified, budget trended and work package planned for Construction to complete in the field.

Advanced, proactive communication and collaboration will be required to achieve success in this position. Your leadership will help ensure goals are attained, schedules are met, modifications are made as necessary, and reporting requirements are fulfilled. This position will be based to the Project Site in New Albany, OH, but will be remote from London for a minimum of 6 months before mobilizing to the Project Site.

Responsibilities
  • Full oversight of the punch list by module, documenting reasons why the module was not 100% complete and if there are applicable claims or back charges.
  • Operate as the Quality toll gate for module shipping releases.
  • Coordination with area construction teams to identify and resolve issues associated with assembled module deliveries work to go / carry over work packages.
  • Monitor, manage and coordinate the integration of the works carried out by subcontractors.
  • As applicable, facilitate secondary transfers of materials, supplement procurement of local materials by the Subcontractor.
  • Verification with Materials Management and the Subcontractor on accuracy of material withdrawn from inventory for installation into a module.
  • Develop reporting material using the various tools available (POWER BI dashboard, BIM models, Team Works, Aconex, AWP, construction documentation, construction programs, etc.) to support interface works with the various stakeholders with the objective of assessing and closing out site wide module completion issues.
  • Ensures contractor's handover documentation programs meet contract requirements and project targets and is consistent for assigned area. Facilitation with Subcontracts and OSM Program Management for any non-compliance that could impact schedule or costs.
  • Work closely with Logistics to address commercial and technical issues associated with follow-up documentation for customs purposes.
  • Contribute to established project processes to manage change control, contractual compliance or other management processes.
Education and Experience Requirements
  • Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience in lieu of a degree
