Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. Bechtel will design and build Phase 1 of the Ohio One project, a total of 2.5 million square feet, including 600,000 square feet of clean rooms. Construction will require as much steel as eight Eiffel Towers and as much concrete as the tallest skyscrapers.
Bechtel will strengthen future economic development in the region by partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline.
Job SummaryThe HVAC Subcontract Technical Representative (STR) is responsible for the technical oversight, field execution, and coordination of the HVAC and Process Ductwork subcontracts across Project Cardinal. The STR serves as the primary interface between Bechtel and the HVAC subcontractor, ensuring all design, fabrication, installation, testing, commissioning, and turnover activities are executed safely, on schedule, and in compliance with project specifications, quality standards, and construction work processes.
Individual will provide direct support to subcontractor, but not limited to, quality control, quantity verifications, material take-offs, material verifications, design change coordination, and general problem solving – all in support of meeting project cost and time schedules.
Major Responsibilities- The Subcontract Technical Representative (STR) serves as the primary technical and field coordination liaison between the project team and subcontractors, ensuring all subcontracted work is executed safely, efficiently, and in accordance with contract requirements, approved drawings, specifications, and project standards.
- The STR coordinates daily subcontractor activities, provides technical oversight, supports quality inspections and testing, facilitates document and submittal management, monitors progress and execution risks, and communicates safety, quality, and schedule concerns to project leadership.
- The role also interfaces with Procurement, Project Controls, Engineering, and QA teams to support subcontract formation, resolve execution issues, maintain configuration control, and ensure clear alignment between subcontractor performance and project objectives, while recognizing that commercial, contractual, and scope changes remain the responsibility of Procurement and Project Management.
- Level I
- Bachelor's degree in Engineering, Construction Management, or other relevant technical disciplines from an accredited University, plus 5-8 years of relevant work experience; or 9-12 years of relevant work experience in lieu of a degree. - Level II
- Bachelor's degree in Engineering, Construction Management, or other relevant technical disciplines from an accredited University, plus 8-10 years of relevant work experience; or 12-14 years of relevant work experience in lieu of a degree.
Basic Qualifications:
- Proficient level of understanding of SMACA, MFMA standards and guidelines.
- Ability to read and understand Isometrics, P&'s, orthographics, plans, and other design drawings.
- Understanding of applicable Bechtel work processes including Standard Work Process Procedures is preferred.
- Working knowledge of applicable industry codes and standards is required. Excellent communication and problem-solving ability.
- Computer literate in word processing, spreadsheet and database applications.
- Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
Preferred Qualifications:
- An understanding of applicable Bechtel work processes, including Standard Work Process Procedures, is preferred.
- Experience in semiconductor fabrication facilities is preferred.
