Project Overview

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio in partnership with the North America Building Trades Unions and suppliers. The project will create several thousand new jobs and collaborate with local education organizations to implement new training programs supporting the future talent pipeline. Bechtel Manufacturing & Technology, Inc. provides engineering, procurement, and construction services for customers in semiconductor manufacturing, electric vehicle, and data center markets.

Job Summary

As subcontract formation and administration lead, you will manage all phases of sourcing, formation, tendering, negotiation, award, and administration of EPC subcontracts. You’ll prepare bid request packages, develop project contract procedures, review progress, forecast, and communicate difficulties, ensuring subcontract compliance with project requirements. You will represent the company ethically and interface with subcontractors to enforce Davis‑Bacon and related acts, the CHIPS and Science Act, and other compliance requirements.

Responsibilities
  • Report to the Project Contracts Manager and receive operational direction.
  • Receive functional guidance from the Manager of Supply Chain.
  • Maintain working relationships with the Project Management Team, customer personnel, and other service departments to ensure consistent contract actions.
  • Maintain contacts with the Business Unit Supply Chain Management and strategic subcontractors.
  • Engage with the senior project management team and/or customer to develop and align strategy for safe and successful execution.
  • Prepare, coordinate, and contract inputs for proposals.
  • Define and develop the scope of contract work, assignment schedules, and division of responsibility matrix, and prepare procedures, schedules, forecasts, and budgets.
  • Coordinate contract inputs for the preparation and modification of the prime contract.
  • Ensure contracting strategy aligns with Bechtel Directives, Management Instructions, and contract procedures.
  • Lead development, issuance, and administration of contracts and service agreements through their lifecycle.
  • Prepare work‑hour requests and monitor expenditures to keep operations within approved budgets.
  • Coordinate the contract execution plan with engineering and construction plans and startup/commissioning operations.
  • Analyze and highlight risks such as ambiguities, conflicts, or deviations from scope, recommend mitigation, and monitor remedial actions.
  • Develop and manage mechanisms to monitor compliance with contract terms and conditions.
  • Identify and resolve contract claims, obtaining legal expertise when necessary.
  • Indoctrinate new contract personnel on corporate, global, project, and client procedures, and monitor training and development.
  • Plan and direct orderly closeout of contract operations.
  • Manage and develop team guidance to resolve change events, claims, and disputes fairly, coordinating with Legal as required.
Education And Experience Requirements
  • Requires a bachelor's degree (or international equivalent) in a relevant field and 2–5 years of relevant experience, or 6–9 years of relevant work experience in lieu of a degree.
Required Knowledge And Skills
  • Knowledge of service acquisition and procurement regulations, policies, and practices.
  • Experience in pricing, contract law, negotiations, and accounting.
  • Working knowledge of engineering/ construction industry contracting practices.
  • Experience developing contract types (LSTK, T&M, UR), fee arrangements, and contract terms.
  • Experience recommending solutions to contractual problems to management.
  • Broad knowledge and experience in subcontract administration.
  • Strong organizational and communication skills, proactive approach to mitigating contract administration challenges and risks.
  • Knowledge of strategies for negotiations using accounting or cost engineering methods.
  • Knowledge of project functional groups and company policies, procedures, and system practices.
