Position: Deputy Collection Clerk I - Tax

An employee in this class performs a variety of clerical duties in support of the County Tax Collection Division using established guidelines and procedures. Work includes collecting taxes, computing penalty charges, keeping tax records by townships, computing partial tax payments and answering questions. Considerable tact and courtesy must be exercised in frequent public contact. Work is guided by the North Carolina Machinery Act and established departmental policies and procedures.

The employee works under the general supervision of the Tax Collection Manager.

  • Collects taxes over the counter and by mail; prepares receipts; records payments received.
  • Maintains files by townships of taxes owed; determines persons with overdue taxes; mails notices of delinquent taxes; computes penalty and interest to be added.
  • Compiles lists; computes taxes and mails notices to persons wishing to prepay taxes.
  • Compiles garnishment list and list of property to be sold at public auction to pay delinquent taxes.
  • Assists attorneys, mortgage holders and others in determining back or current taxes dues.
  • Receives and reconciles electronic transmission of lockbox payments.
  • Utilizes Accurint, NC Department of Motor Vehicles, and NC Employment Security Commission database to research taxpayers’ places of employment.
  • Receives and processes mail.
  • Issues beer and wine licenses.

Graduation from high school and two years of experience in clerical work, preferably involving public contact; or an equivalent combination of experience and training.

Knowledge, Skills, and Abilities
  • Some knowledge of modern office practices and of forms and machines used in the preparation of office records.
  • Some knowledge of North Carolina Machinery Act and County tax policies concerning listing, assessment, billing and collecting.
  • Ability to prepare records and reports concerning the collection of delinquent and current taxes.
  • Ability to compute figures rapidly and accurately.
  • Ability to exercise tact and courtesy with the general public in explaining tax laws and policies.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.

Performs related work as required. Working outside of regularly scheduled hours may be required during peak season (late December through mid-January). May be required to serve during times of disaster.
