Position Summary

D2 Government Solutions is seeking an experienced Program Manager, Government Contracts & Proposals to support both contract execution and business growth activities at our corporate office in New Bern, North Carolina.

This position serves as the operational lead for assigned federal contracts, ensuring successful execution, compliance, customer satisfaction, staffing coordination, reporting, and overall program performance. In addition to managing awarded contracts, the Program Manager will actively support business development, capture, and proposal efforts by contributing to proposal planning, compliance reviews, proposal writing, transition planning, and win strategy execution.

The ideal candidate is highly organized, customer-focused, and capable of balancing multiple priorities across program management, proposal development, contract administration, and corporate operations. The position requires strong communication skills, attention to detail, leadership abilities, and a thorough understanding of federal government contracting practices.

About the Role

The Program Manager will serve as the primary point of contact between D2 Government Solutions, government customers, subcontractors, and internal stakeholders. This individual will oversee contract performance from award through closeout while supporting the development of competitive and compliant proposals for future opportunities.

This role is ideal for someone who thrives at the intersection of program execution, compliance, capture management, and business development within the federal marketplace.

Primary Responsibilities Program & Contract Management
  • Manage one or more government contracts throughout the full contract lifecycle, from post-award execution through final closeout.
  • Serve as the primary interface with Contracting Officers (COs), Contracting Officer Representatives (CORs), government customers, and key stakeholders.
  • Ensure compliance with contract requirements, FAR, DFARS, agency regulations, and company policies.
  • Monitor program schedules, staffing plans, budgets, deliverables, and performance metrics.
  • Identify and mitigate contract risks before they impact performance.
  • Maintain accurate contract documentation, reports, trackers, and records.
  • Track monthly reports, CDRLs, deliverables, modifications, staffing actions, and customer requirements.
  • Conduct recurring program reviews and provide leadership with status updates regarding staffing, risks, contract performance, and customer issues.
Proposal Development
  • Analyze solicitations, RFPs, RFQs, RFIs, Sources Sought notices, and task order requests.
  • Participate in proposal strategy sessions, kickoffs, and solution development activities.
  • Coordinate with proposal managers, capture managers, subject matter experts, and leadership teams.
  • Participate in Pink, Red, Gold, and Final Color Team Reviews.
  • Assist with transition planning from proposal award through program start-up.
Cross-Functional Leadership
  • Lead internal status meetings, project reviews, and operational discussions.
  • Coordinate efforts between Finance, Contracts, Human Resources, Recruiting, Operations, and Program Management teams.
  • Ensure action items are assigned, tracked, and completed.
  • Promote accountability, communication, and operational consistency across projects.
  • Identify process improvements that increase efficiency, quality, compliance, and proposal competitiveness.
Required Qualifications
  • Recently retired military or recent college grad encouraged to apply
  • Strong organizational, communication, and leadership skills.
  • Ability to manage multiple priorities in a fast-paced, deadline-driven environment.
  • Experience creating reports, schedules, trackers, presentations, and project documentation.
  • Strong working knowledge of:
    • Microsoft Word

    • Microsoft Outlook
    • Microsoft Power Point
    • Microsoft Teams
  • Ability to communicate effectively with customers, executives, employees, and subcontractors.
  • Ability to work independently while maintaining attention to detail and accountability.
