Position: Housing Inspector (Full-time)

Housing Inspector

Responsible for the planning and execution of housing inspections of Section 8 properties, ensuring Section 8 Housing Quality Standards are met while developing and maintaining a positive working relationship with landlords and tenants.

Based on experience

Work Hours:

Monday - Thursday, 30-35 hours per week.

Job Requirements
  • Develops and maintains a positive rapport with owners/landlords
  • Analyzes inspection priorities and schedules inspection appointments
  • Conducts housing inspections to determine compliance with the Federal Housing Quality Standards (HQS)
  • Prepares inspection report for homeowners and copies to the tenant
  • Advises owners on how to correct deficiencies to meet HUD Housing Quality Standards (HQS) and negotiates compliance date
  • Evaluates corrections of any HQS deficiencies and approves final inspection prior to Rental Assistance payment
  • Notifies Occupancy Specialist(s) when unit passes HQS inspection, so payment and/or leasing can begin
  • Maintains controls and information systems for effective program monitoring
  • Maintains failed inspection logs
  • Prepares monthly report on inspections
Minimum Education And Experience
  • High School diploma or equivalency diploma required and one year of work experience in the field of construction trades, building maintenance, building inspection, or related fields, preferred
Knowledge, Skills, And Abilities
  • Must have (and maintain) a valid driver’s license and be an acceptable driver by the agency’s insurance provider
  • Must have knowledge of housing inspection techniques, procedures, and practices to diagnose and analyze housing conditions
  • Must have a working knowledge of construction methods and materials and building maintenance problems
  • Ability to communicate solutions of housing maintenance problems to property owners
  • Good oral and written skills to communicate verbally and in writing with tenants and owners, contractors, code officials, and public officials
  • Computer skills to perform efficiently, e.g., Microsoft Office
  • Must have the skills necessary to perform detailed record keeping, keep organized files
  • Ability to respect privacy and confidentiality of client interviews, information, and files
  • Ability to work with the public and in an office setting
Physical Demands
  • Walk/climb stairs within the office area to deliver/retrieve/file documents and make photocopies
  • Walk through housing to inspect areas such as cellars, attics, and bedrooms using a flashlight for light
  • Walk on uneven terrain to inspect building exterior and site
  • Climb two or three flights of stairs to conduct inspections at multiple level buildings
  • Crouch, bend, reach, and twist during inspection of sinks, cabinets, outlets, fixtures, heating equipment, and smoke alarms
  • Lift and carry up to 30 pounds
  • Make on-site field notes
  • Environmental conditions - both inside and outdoors, hot and cold

  • Unsafe conditions such as deteriorated steps/stairs, porches, floors, etc. and/or icy/slippery steps, ramps, porches, decks, walkways, sidewalks, etc. when visiting homes.

  • Household pets
  • Adverse weather conditions, including rain, snow, cold and heat and unheated housing units
  • Spiders, cobwebs, bats, mice, rats, and cockroaches
  • Unsanitary living conditions
Protective Clothing and Devices
  • No special clothing or devices required
  • Gloves are provided for sanitary reasons, as needed.
