Technician Manager of Energy Flows

The city of Les Mureaux is recruiting a technician manager of energy flows, under the supervision of the head of the energy cell in the programming and control service of the buildings department, you will ensure the technical and administrative management of energy-related markets for the entire municipal property. As an energy manager, you will monitor the consumption levels and performance of buildings, control energy monitoring tools (indicators, alerts, financial optimization) and provide reliable data to the various concerned services.

You will also contribute to the actions carried out within the framework of the energy flow network.

• Propose orientations and investments in terms of fluid mastery policy:
Establish balances by building and fluid, Perform quarterly divisional meter readings (caloric, electrical and water), and set up a monitoring table Establish energy performance diagnostics of buildings Develop prospective scenarios related to energy mastery Participate actively in the definition of the energy mastery policy of the community Be a force of proposal in the field of energy savings in buildings, and master the management of energy expenses Be a force of proposal in the field of the fight against heat waves Lead actions to raise awareness of eco-responsible gestures among staff

• Follow and control fluid markets (Gas, electricity, wood...) and HVAC exploitation:
Analyze the operational balances of fluid and follow the energy expenses of the community Manage and rationalize contracts and subscriptions with suppliers (EDF, ENGIE, SAUR and others...)
Optimize fluid contracts and corresponding billing, set up a monitoring tool Follow maintenance and work requests for HVAC installations (in the absence of the energy cell manager) Regulatory energy implementation (QAI; Gas; DPE...)
Follow main meters and quarterly divisional meters (caloric, electrical and water), and set up a dashboard Establish and follow requests for meter commissioning or removal

• Manage the preparation and monitoring of the budget:
Estimate, quantify, plan fluid budget for season N+1 Validate and follow fluid invoices on Civil Coordinate service budgets according to public policies Control and analyze budget execution Manage and follow communal building renewable energies (photovoltaic) Establish energy charge distributions and issue titles in partnership with the urban planning service

Technical training in building (BTS or DUT in climate or thermal engineering) Driving license B required At least 1 year of experience in a similar job Possess knowledge of the regulatory framework of public policies in energy management Master global energy consumption analysis techniques Knowledge of the public procurement code, public accounting budget rules and public accounting would be a plus Relationship skills Autonomy and initiative Ability Methodical and rigorous spirit Mastery of computer tools

Particularity - 30% external work - 70% office work

Art. L332-8 disposition 2 of the general code of the public service - A contractual employee may be recruited for this position for the needs of the services or by the nature of the functions when no candidacy of a civil servant has been successful. The proposed contract may not exceed three years, renewable up to a maximum duration of six years.
