The Senior Manager of Regulatory Affairs implements the regulatory strategy for water and wastewater utility operations in Texas. This role is responsible for rate case management, financial modeling, and stakeholder engagement with the Public Utility Commission of Texas (PUCT). The Senior Manager will collaborate cross‑functionally to ensure regulatory filings and financial forecasts align with company goals and legal requirements. The Senior Manager also has a keen focus on building external relationships with industry key staff and other policy makers to ensure exceptional company reputation and create an optimal platform for company advocacy.

• Prepares complex financial, economic, and regulatory analyses to determine revenue requirements and rate structures required to achieve authorized rate of return; maintains all aspects of regulatory (economic) compliance; performs related work as required including supporting implementation of new rates and rate changes.
• Provides support for rate case proceedings and associated filings related to rates, including preparation of filings and testimony for the PUCT. Administers tariff rules and schedules; maintains records, prepares written reports and other analyses as required.
• Works with the financial planning and analysis team to ensure that budgets accurately reflect estimated revenue and expenses.
• Collaborate across the organization on financial matters including depreciation, capital spend, expenses and tax.
• Serve as a liaison with the PUCT.
• Responsible for preparing the annual financial report to the Public Utility Commission of Texas. Works collaboratively with cross‑functional teams to validate all data.
• Actively participates in legislative activities including monitoring and tracking of legislative items of interest and impact to the company.
• Works alongside external consultants for supporting studies related to general rate cases, including but not limited to depreciation, cost‑of‑service, and rate design.
• Reviews financial operations and expenditures for budgetary and regulatory purposes; estimates future revenues to assist in the preparation of the budget and long‑range financial forecasts; develops forecasts of rates, revenues, and financial structure to forecast ongoing operations, major improvements, and levels of financing and revenue required to support planned activities.
• Monitor regulatory changes and assess their impact on operations, strategy, and compliance.
• Prepare and reports, budgets, and strategic recommendations to senior leadership.
• Ensure compliance with all applicable state and federal regulatory requirements.

• Bachelor's degree in Finance, Economics, Accounting, or a related field.
• MBA, CPA, or equivalent advanced financial credentials preferred.

• Minimum 3–5 years of experience in regulatory affairs, rate analysis, or financial planning within a regulated utility.
• Proven experience managing rate cases and regulatory filings in Texas or similar jurisdictions.
• Experience in water utility regulation is highly desirable.

• Deep understanding of utility rate‑making methodologies and legal/regulatory frameworks.
• Advanced financial modeling and forecasting skills.
• Strong leadership and project management capabilities.
• Excellent written and verbal communication skills, including public testimony and stakeholder engagement.
• Proficiency in Microsoft Excel, Word, and regulatory software tools.

• Must possess a valid Texas driver’s license and maintain a satisfactory driving record.
• Occasional travel within Texas for hearings, meetings, and site visits.
