The Connecticut Public Utilities Regulatory Authority (PURA) has an exciting opportunity for an Associate Research Analyst within the Clean & Affordable Energy Unit.

Position Highlights

The Analyst will lead development of clean energy policy for the State, manage existing programs focusing on optimizing clean energy program structure, and support PURA in utility rate cases, specifically on customer service issues.

Responsibilities
  • Develop interrogatories and written comment prompts directed at utilities and other intervenors.
  • Process and summarize the responses to those prompts.
  • Track and manage incoming motion rulings.
  • Build and write decisions based on the public record.
  • Present recommendations to the Commissioners.
  • Lead technical meetings, issue summarized recommendations to the Commissioners, and provide cross‑examinations in the hearing room, which may be streamed online.

DEEP is charged with conserving, improving and protecting the natural resources and environment of Connecticut and making cheaper, cleaner, and more reliable energy available. The Public Utilities Regulatory Authority (PURA) ensures safe, clean, reliable, and affordable utility service and infrastructure, sets rates, advances modernization of the electric distribution system, regulates the retail electric supply market, enforces pipeline safety, ensures water system infrastructure investments, and oversees mergers and acquisitions.

Minimum Qualifications

• Seven (7) years of professional experience in research, data analysis, or economics.

• One (1) year of the general experience must have been conducting research at the level of a Research Analyst.

Substitutions are allowed:
College training may be substituted for general experience on the basis of fifteen (15) semester hours equaling one‑half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree; a Master’s degree in economics, statistics or a closely related field may be substituted for one (1) additional year of general experience.

Preferred Qualifications
  • Bachelor’s degree in political science, government, public policy, engineering, economics, finance, environmental studies, or a related field.
  • Advanced degree in renewable energy, engineering, environmental studies, climate change, public utility regulation, finance, economics, or a related field.
  • Work experience in utility regulation or energy policy.
  • Experience working on utility grid modernization initiatives, deployment of clean and renewable energy programs, energy storage, or climate change policy.
  • Experience writing technical reports, white papers, position papers, policy papers, or academic articles for a general audience that provides conclusions or recommendations supported by documented evidence.
  • Experience leading public discussions on clean energy policy.
  • Experience conducting quantitative analysis and synthesizing results.
  • Experience with project management, working on more than two projects simultaneously, while adhering to deadlines.
  • Experience using Microsoft Office 365 applications.
