Manager, Student Health Insurance Office
Rutgers, The State University of New Jersey is seeking a Manager, Student Health Insurance for the department of Risk Management and Insurance. Reporting to the Assistant Director of Risk Management and Insurance, this position oversees the Student Health Insurance Office (SHIO) and the Student Health Insurance Program (SHIP). Among the key duties of this position are the following:
- Implements, administers and continuously improves established policies, procedures and operational processes relating to the Student Health Insurance Office.
- Provides technical guidance and operational support to cross-functional teams to ensure consistent administration of the Student Health Insurance Program.
- Serves as the primary point of contact for the Rutgers Community regarding the SHIP inquiries, addressing procedures, resolving issues and handling special exceptions.
- Proactively identifies, prioritizes and resolves accounting issues relating to the SHIP.
- Coordinates the compilation, reconciliation and validation of financial data sets, utilizing various financial and database reports from multiple systems.
- Effectively directs third-party vendor staff to perform tasks related to effective and efficient outcomes associated to the SHIP.
- Ensures compliance with HIPAA, FERPA, GLBA, and University regulations and policies.
- Manages the Rutgers Hard Waiver Policy in collaboration with third party vendors, Student Accounting, Global Services, Office of Academic Affairs, and Deans and Directors, ensuring compliance and addressing special considerations.
- Oversees communication efforts directed at eligible students regarding SHIP waivers or enrollment.
- Oversees and facilitates students enrolled in one of the five student health insurance plans with enrollment procedures, claim discrepancies, claim appeal letters and benefits explanation.
- Serves as liaison between the Rutgers community, providers, brokers and the insurers.

Qualifications
Minimum Education and Experience
- Bachelor's degree in business administration, higher education administration, public administration, or health-related field; or an equivalent combination of education and/or experience. Five (5) years of progressively responsible professional experience in higher education administration, health insurance administration, business administration, finance, or a related field.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
- Working knowledge of the Affordable Care Act (ACA), HIPAA, FERPA, and other applicable federal regulations governing student health insurance programs. Strong analytical, organizational, and problem-solving skills with the ability to manage multiple priorities and meet established deadlines. Excellent written, verbal, and interpersonal communication skills. Proficiency with Microsoft Office applications and the ability to utilize financial, database, and student information systems.
Ability to work independently while collaborating effectively with University departments, third-party vendors, and external stakeholders.
Preferred Qualifications
- Experience administering student health insurance programs or similar insurance benefit programs. Knowledge of student accounting processes, including assessment and collection of student health insurance premiums. Experience with financial reconciliations, journal entries, and general ledger reporting. Experience using Cornerstone, student information systems, or similar administrative and financial systems. Knowledge of student health insurance waiver and enrollment processes. Experience working with international student enrollment and insurance requirements.
Experience working in a higher education environment.
