Posting Summary
The National Transit Institute (NTI), at Rutgers, The State University of New Jersey, seeks to hire instructors who can teach a range of topics in our Procurement course series (Orientation to Transit Procurement, Risk Assessment and Basic Cost or Price Analysis, RFPs and Competitive Contract Negotiations, etc.) to professionals in the public transit industry. The instructors will present course materials and assist with other requirements related to course instruction.
The National Transit Institute (NTI) was established under the Intermodal Surface Transportation Efficiency Act of 1991 to develop, promote, and deliver training and educational programs for the public transit industry. NTI identifies needs and promotes, develops, and delivers high-quality training programs and instructional materials through cooperative partnerships with the federal government, the transit industry, educational institutions, and related associations. NTI's federally funded training programs are offered virtually and in-person by high-skilled course facilitators with industry expertise.
NTI course facilitators are responsible for providing effective and engaging learning experiences, virtually and in-person, through the presentation of course materials, leading experiential learning activities, facilitating group discussions, and performing a variety of training administrative functions. NTI course facilitators are also required to leverage their industry knowledge and expertise to serve as a subject matter expert for the development of course content.

Qualifications
Minimum Education and Experience
Candidates must have a minimum of seven years of experience in the public transportation industry; experience facilitating trainings, programs, meetings, etc. in-person and virtually; and experience serving as a subject matter expert in the areas of procurement, contract administration, and organizational practices that ensure compliance with federal requirements. Candidates must also have experience contributing to content development.
Certifications/Licenses Required Knowledge, Skills, and Abilities
The candidate must have a thorough understanding of the operation of public transportation and the delivery of transportation services to the public. Must possess experience in procurement and contract administration in the public transit industry and understand and be able to clearly communicate federal compliance requirements related to transit procurement practices. An understanding of the Federal Transit Administration (FTA) requirements as they apply to public transit agencies related to procurement, contract administration, RFP processes, competitive contract negotiations, risk assessment, and basic cost and price analysis is required.
Candidates must possess experience with in-person and virtual facilitation, while utilizing associated tools and best practices, including, but not limited to, virtual platforms (Zoom and MS Teams), experiential learning activities, and classroom management. Candidates should be able to collaborate with course designers as subject matter experts to support the development of course content.
Preferred Qualifications Equipment Utilized
Laptops, computers, AV equipment, projectors, virtual meeting/facilitation platforms (including launching polls and breakout rooms), training evaluation tools and other associated facilitation tools.
Physical Demands and Work Environment
Must be able to stand and talk for prolonged periods of time. Must be able to present course information and materials for prolonged periods of time, with minimal breaks, both in-person and virtually.
