The Division Director is a key leadership role within the Office of Human Services, responsible for directing and managing all aspects of the Division of Behavioral Health Planning. This position ensures the effective planning, implementation, and evaluation of all Division programs, while aligning County policies, state and federal regulations, and strategic goals.

Responsibilities
  • Provide strategic and operational leadership for the Division, including planning, budgeting, staffing, and program evaluation
  • Supervise, mentor, and support Division staff, including subordinate managers and supervisors.
  • Oversee the development, implementation, and monitoring of Division plans, policies, procedures, and service delivery systems.
  • Ensure compliance with all applicable federal, state, and local laws and regulations.
  • Monitor Division performance metrics and prepare reports for internal and external stakeholders.
  • Develop and manage the Division budget, contracts, and grants: $7,000,000
  • Serve as a liaison to boards, advisory groups, and public stakeholders.
  • Represent the Division and/or Office of Human Services in meetings, hearings, and public forums and at statewide associations.
  • Collaborate with other County offices and departments, persons with lived experience and other community partners, and governmental agencies to coordinate services and resources, and to ensure compliance with program standards and grant requirements.
  • Participate in cross‑functional initiatives and committees within the Department of Community Services.
Education and Experience
  • Master’s degree in Public Administration, Public Health, Social Work, Human Services, or a closely related field.
  • At least 5‑7 years of progressively responsible experience in human services administration, including 2‑3 years in a supervisory or management capacity.
Knowledge, Skills, and Abilities
  • In‑depth knowledge of behavioral health programs and systems.
  • Strong understanding of relevant regulations, funding mechanisms, and service delivery models.
  • Proven ability to manage budgets, contracts, and large‑scale programs.
  • Excellent leadership, organizational, and team‑building skills.
  • Strong communication, writing and interpersonal abilities.
  • Experience with data analysis, program evaluation, and performance management.
  • Proficiency in Microsoft Office and ability to learn proprietary software systems.
Work Environment & Physical Demands
  • Work is performed in a standard office environment with some travel to partner agencies, community events, or field sites.
  • Must be able to work occasional evenings or weekends as needed.
Licenses and Certifications
  • Valid driver’s license (if applicable).
  • LCADC, CADC preferred
The anticipated starting base pay for this position is
  • $80,000‑$100,000 per year, depending on experience and qualifications.
