Introduction

The DNREC Division of Air Quality monitors and regulates emissions to the air. Air monitoring is supported by the Ambient Air Monitoring Program, which operates a network of monitoring stations throughout the state. This monitoring network measures pollutants for which national air quality standards have been defined to protect public health, welfare, and the environment. The Ambient Air Monitoring Program is supported by the Air Monitoring Quality Assurance Program, which ensures the quality of data produced.

Both programs assist in analysis and distribution of the air monitoring data.

Summary Statement

The Environmental Scientist IV position is the Quality Assurance Coordinator (QAC) for the Division of Air Quality (AQ). The person in this position will be the lead staff person implementing the AQ’s Ambient Air Monitoring Network quality assurance program. This position is supported by an ESII, who performs initial QA review as well as various activities in support of the QA program.

The QAC will perform level 3 validation and be responsible for submitting air monitoring data to EPA’s national data system, which constitutes final certification of the data.

  • Conducts field studies or inspections and evaluations for compliance with permit and regulatory requirements; observes, collects, analyzes, reviews and interprets data from standard field studies, compliance inspections, various regulatory submissions or literature and makes recommendations.
  • Performs statistical analysis of data.
  • Conducts technical reviews and makes recommendations on permit applications or other regulatory submissions to ensure compliance with regulations.
  • Prepares permits, technical reports and/or enforcement case documents.
  • Responds to technical/regulatory inquiries from other state, local and federal agencies as well as public and private organizations or individuals.
Job Requirements for Environmental Scientist IV
  • Possession of a Masters degree or higher in Life, Physical, or Applied Science or related field OR a Bachelors degree or higher in Life, Physical, or Applied Science or related field and 4 years’ experience in performing environmental scientist work such as conducting environmental research, field investigations/studies, or designing programs or projects to protect, manage or assess environmental or natural resources.
  • One year of experience in providing scientific subject matter expertise through publishing in scientific or trade journal(s), delivering presentations locally, regionally or nationally, or serving on the board of a professional organization.
  • One year of experience in environmental or natural resources project management such as planning, developing, implementing, managing and evaluating environmental or natural resources projects to ensure objectives are met.
  • Three years’ experience in analyzing and evaluating scientific data.
  • Three years’ experience in interpreting environmental laws, rules, regulations, standards, policies and procedures.
