The New Castle Generating Station, situated on a 270-acre site along the Beaver River, has undergone a significant transformation from a coal plant to a natural gas facility in 2016, breathing new life into its operations and contributing to the region's energy landscape. Equipped with three natural gas-fired steam boilers, the plant boasts a total potential MW output of 328.
The plant is notable for its utilization of B&W Boilers and Westinghouse Steam Turbine Generators, controlled by an ABB DCS system.
Niles CT-A is a fuel-oil fired Westinghouse W-251-B with remote start, while Brunot Island features an 18 MW fuel-oil CT and a 243 MW 3×1 combined cycle unit, serving as key regional power assets."
Opportunity Summary
The Environmental, Health, and Safety (EH&S) Manager at the New Castle Generating Station implements, coordinates, and performs plant environmental functions and is responsible for performing these functions reliably, efficiently, and in compliance with all applicable laws, regulations, permit conditions, policies, procedures, and community commitments. The Environmental Manager maintains effective relationships with plant management, employees, regulators, corporate personnel, community members, and other stakeholders.
The EH&S Manager also provides oversight and support to two additional remote power plant assets:
Niles in Niles, OH, and Brunot Island in Pittsburgh, PA.
Your scope of responsibility as EH&S Manager will include the following primary functions:
- Lead and manage multi-media environmental compliance programs across all facilities, ensuring adherence to federal, Pennsylvania, and Ohio regulatory requirements and site-specific permits.
- Oversee CEMS operations, data validation, and reporting to ensure full compliance with Title V permit requirements and unit-specific regulatory obligations.
- Ensure compliance with applicable air regulations, including NSPS, NESHAP/MACT, and GHG reporting programs, through ongoing applicability evaluations and program management.
- Direct the preparation and submittal of all required environmental reports, ensuring accuracy, completeness, and timeliness across air, water, waste, and chemical programs.
- Manage stormwater compliance programs, including SWPPP implementation, site inspections, sampling, and regulatory reporting.
- Oversee wastewater and discharge compliance, ensuring adherence to NPDES permit requirements and proper implementation of sampling and monitoring protocols.
- Maintain and continuously improve environmental compliance plans and procedures, including SPCC, FRP, CEMS QA/QC, and other site-specific programs.
- Administer hazardous waste and chemical management programs, ensuring full compliance with RCRA regulations and proper handling, storage, and disposal practices.
- Lead the Management of Change (MOC) process for environmental and safety impacts, ensuring all plant modifications are evaluated for regulatory applicability and operational risk.
- Develop and manage comprehensive safety programs, including incident investigation, root cause analysis, corrective actions, and emergency response planning.
- Deliver and coordinate EHS training programs, ensuring workforce competency and alignment with site-specific risks, regulatory requirements, and operational differences.
- Provide EHS leadership during outages and major maintenance activities, ensuring contractor compliance and enforcement of high-risk work controls.
- Conduct audits, inspections, and performance evaluations; track key EHS metrics; and drive corrective actions and continuous improvement initiatives across all sites.
- Serve as the primary liaison with regulatory agencies, managing inspections, compliance communications, permit actions, and executive-level reporting on EHS performance and risk.
- Perform other duties as assigned to support overall plant operations and environmental, health, and safety compliance objectives.
