Resource Management Leader (Workforce Management)

Role Summary
We are looking for a strategic and hands-on Resource Management Leader to lead workforce planning, project resource allocation, utilization tracking, and bench management in a dynamic IT product environment. This role is critical in ensuring the right talent is allocated to the right projects at the right time, while optimizing utilization, minimizing bench time, and supporting scalable product delivery. The leader will work closely with Product, Engineering, Delivery, HR, Finance, and senior leadership to balance demand, supply, cost, and employee engagement.
Key Responsibilities
Resource Management & Optimization
Define and execute workforce and capacity planning strategies aligned with product roadmaps, business priorities, and delivery commitments.
Forecast demand and supply across functions, products, platforms, and geographies.
Own resource allocation models and ensure optimal utilization while maintaining high employee engagement and productivity.
Manage trade-offs between full-time employees, contractors, and partners.
Drive continuous improvement in utilization, billability (where applicable), and overall cost efficiency.
Align staffing plans with sprint planning, release cycles, and long-term product investments.
Enable rapid scaling for new product initiatives and strategic programs.
Project Allocation, Tracking & Bench Management
Lead the end-to-end project allocation process - skill-based matching, stakeholder consultations, conflict resolution, and final approvals.
Design and implement robust tracking mechanisms (dashboards, reports, and real-time visibility) for resource allocation status, utilization trends, project assignments, and forecast vs. actuals.
Proactively manage the bench - minimize bench duration, identify redeployment opportunities, facilitate internal mobility, and create structured upskilling or stretch assignment plans for benched resources.
Develop bench optimization strategies, including early warning systems, skill gap analysis for bench resources, and exit/redeployment plans to control bench-related costs.
Monitor and report allocation health metrics such as % allocated, average bench tenure, allocation efficiency, and under-utilized talent.
Governance, Metrics & Reporting
Define and track key KPIs: utilization rate, capacity variance, allocation fulfillment rate, bench percentage, skill coverage, hiring lead time, and attrition risk.
Build and maintain executive dashboards providing real-time insights on resource health, project staffing, and bench trends.
Establish governance frameworks for demand intake, prioritization, allocation approvals, and escalation processes.
Identify current and future critical skill gaps across the product portfolio.
Partner with HR and L&D for targeted upskilling, reskilling, career pathing, and succession planning.
Promote diversity, inclusion, and internal mobility initiatives.
Collaborate with Finance on workforce budgeting, forecasting, and cost optimization.
Manage vendor strategy for staff augmentation, contractors, and outsourcing.
Ensure compliance with organizational policies and regulatory requirements.
Required Skills
Graduate/MBA with 12+ years of progressive experience in Resource Management, Workforce Planning , and Talent Allocation, preferably in IT product or services organizations.
Strong expertise in project resource allocation, utilization tracking, and bench management.
Deep understanding of product development life cycles, Agile, SAFe, and modern engineering delivery structures.
Proven success managing large, distributed, multi-skilled teams and complex resource matrices.
Lead, mentor, and develop a high-performing resource management team.
Drive adoption of new processes, tools, and delivery models across the organization.
Act as a trusted advisor to senior leadership on all workforce and resource strategy matters.
Excellent analytical, forecasting, and data-driven decision-making skills.
Strong executive presence, stakeholder management, and influencing abilities.
Experience in implementing resource management tools and driving process transformation.
WFM Tools & Systems
Proficiency in workforce/resource management platforms (Planview, Clarity PPM, Jira Align, Anaplan, or similar).
Hands-on experience with resource allocation and tracking tools (Jira + Advanced Roadmaps, Resource Guru, Float, or equivalent).
Strong Excel/Google Sheets skills and experience with BI/dashboard tools (Power BI, Tableau, or Looker).
Familiarity with HRIS and ATS systems is a plus.
