The Chief Executive Officer is responsible for the overall leadership, strategic direction, compliance, operations, and financial sustainability of Coos County Family Health Services. The CEO serves as the primary executive leader of the organization and is accountable to the Board of Directors for carrying out the mission, vision, values, policies, and strategic goals of CCFHS.
The CEO provides leadership over all CCFHS programs and services, including medical practices, dental practices, the RESPONSE Program, behavioral health, community health, administrative services, and support departments.
The CEO ensures that CCFHS operates in compliance with HRSA Health Center Program requirements, Section 330 grant requirements, FQHC standards, applicable federal and state laws, corporate bylaws, Board-approved policies, and generally accepted standards for nonprofit healthcare governance and operations.
Essential Duties and Responsibilities Leadership and Strategic Direction- Provides executive leadership, vision, and direction for CCFHS.
- Develops and recommends strategic plans, policies, and organizational priorities to the Board of Directors.
- Implements Board-approved plans, policies, budgets, and strategic initiatives.
- Promotes the mission, values, culture, and long-term sustainability of CCFHS.
- Ensures services are responsive to community needs and aligned with the organization’s mission.
- Identifies opportunities for growth, service expansion, collaboration, and improved access to care.
- Serves as the primary liaison between CCFHS leadership and the Board of Directors.
- Supports the Board in fulfilling its governance responsibilities.
- Provides timely, accurate, and complete information to the Board to support informed decision-making.
- Works with the Board President to develop meaningful agendas for Board and Committee meetings.
- Ensures implementation of Board-approved policies and corporate bylaws.
- Supports Board education related to HRSA requirements, FQHC governance, compliance, quality, finance, and strategic planning.
- Ensures organizational compliance with HRSA Health Center Program requirements.
- Maintains readiness for HRSA Operational Site Visits and other regulatory reviews.
- Ensures compliance with Section 330 grant requirements and Notice of Award conditions.
- Oversees completion and submission of required HRSA reports, including UDS reporting.
- Ensures compliance with sliding fee discount program requirements, scope of project requirements, and other FQHC obligations.
- Supports FTCA deeming requirements and risk management activities.
- Works with leadership to ensure policies, procedures, documentation, and operations align with HRSA expectations.
- Provides executive oversight of CCFHS medical, dental, RESPONSE, behavioral health, community health, administrative, and support operations.
- Ensures effective management of all sites, programs, and service lines.
- Delegates operational responsibilities appropriately to senior leadership.
- Ensures clear accountability, communication, and coordination across departments.
- Monitors organizational performance and directs corrective action when needed.
- Designates appropriate leadership coverage during CEO absences.
- Ensures the development and implementation of sound financial plans, budgets, internal controls, and reporting systems.
- Works with the CFO and Board to maintain financial stability and long-term sustainability.
- Oversees grant funding, contracts, revenue cycle performance, and resource development.
- Ensures financial practices comply with federal grant requirements, nonprofit standards, and Board-approved policies.
