Introduction
The mission of the New Haven Health Department is to ensure and advocate for the health and well-being of all New Haven residents. The Bureau of Environmental Health maintains as its principal goal the preservation and protection of the environmental quality of the City of New Haven.
PRIMARY FUNCTIONSThis technical position under the general supervision of the Environmental Health Program Director or designee in the Department of Health performs investigations, education, and outreach to prevent childhood lead poisoning. Work includes inspections to determine the presence of lead-based paint and lead in soil, dust and drinking water within the framework of existing laws, ordinances, policies, and regulations.
TYPICAL DUTIES AND RESPONSIBILITIES- Inspect buildings and dwellings for possible sources of lead poisoning.
- Conduct investigations of home environments of children exhibiting symptoms of blood‑lead poisoning following established protocols.
- Perform inspections using special instruments to identify surfaces containing lead paint.
- Collect paint, dust, water, and soil samples from dwellings and deliver them to the laboratory.
- Document findings accurately and take photographs or videos as necessary.
- Follow procedures to ensure abatement of all areas containing lead paint that may pose a direct hazard to child health.
- Reinspect dwellings after repairs to ensure compliance with regulations.
- Confere with individual property owners regarding notices and violations.
- Foster a cooperative working relationship with other city and state agencies.
- Record test data and prepare reports, summaries, or charts that interpret test results.
- Prepare reports, analyses, and recommendations concerning inspection duties and outcomes.
- May conduct special surveys related to general environmental health disciplines.
- May assist in coordinating duties with other concerned agencies.
- Develop and implement lead abatement plans for properties with confirmed lead hazards, coordinating with property owners, contractors, and stakeholders.
- Assist with educational workshops and outreach activities to raise awareness about lead poisoning prevention and resources for abatement.
- Perform related work as required.
- Graduation from an accredited four‑year college or university with a Bachelors’ degree in Public Health, Environmental Science, Occupational Health and Safety, or a directly related field.
- Minimum of one (1) year of hands‑on experience in environmental health inspection and enforcement.
- Or an equivalent combination of training and experience providing the required knowledge, abilities, and skills.
- Considerable knowledge of policies, procedures, methods, and industry standards relating to environmental health and lead poisoning.
- Knowledge of lead hazard identification, assessment, and effective abatement strategies.
- Demonstrated ability to conduct thorough investigations of buildings and dwellings to identify hazards.
- Competency in utilizing specialized instruments to test for surfaces containing lead paint.
- Excellent record‑keeping and documentation skills, supported by media as needed.
- Ability to prepare detailed written reports, summaries, analyses, and charts interpreting test results.
- Ability to assist with development and implementation of effective lead abatement plans.
- Ability to coordinate abatement efforts, liaising with property owners, contractors, and relevant stakeholders.
- Strong interpersonal skills for conducting educational workshops and outreach activities.
- Proficiency with standard Microsoft Office and ability to learn new technologies.
- Effective communication skills with co‑workers, other city agencies, the public, property owners, and stakeholders.
- Ability to remain current on relevant literature, training, research findings, and industry advancements in environmental health.
- Commitment to ongoing professional development, including attendance at conferences, workshops, and training sessions.
- Demonstrated ability to work collaboratively with other city and state agencies involved in environmental health and lead abatement.
