Position: Transportation Supervising Engineer (Construction Engineering)

Position Highlights

  • Monday – Friday
  • Full Time, 40 hours per week
  • First Shift, 7:30 am – 4:00 pm
  • Location:

    DOT District 2 Headquarters in Norwich (Additional locations:
    District 1 – Rocky Hill, District 3 and 5 – New Haven, District 4 – Thomaston, Division of Construction Operations – Newington)
  • P-4 (Engineering and Scientific) bargaining unit
  • Eligible for telework after successful completion of the initial working test period
Role Overview

The Transportation Supervising Engineer will assist the District Engineers in supervising a staff engaged in transportation engineering in the office and field.

Key Responsibilities
  • Daily project or program oversight, coordination, and direction to staff assigned to the section
  • Managing program funding
  • Program wide engineering and construction scheduling
  • Meeting with State, Local, and Federal officials
  • Coordination with Metro‑North, Amtrak, FRA, FTA, FHWA, and other regulatory agencies
  • Program design review, value engineering analysis, and program refinement
  • Constructability analysis and coordination of design issues on Design Build projects
  • Resolving construction issues and conducting performance appraisals
  • Preparing consultant agreements and negotiating work assignments
  • Overseeing project engineers dedicated full time to this program
  • Other duties as assigned
Knowledge, Skills, and Abilities
  • Considerable knowledge of transportation construction engineering principles such as construction, surveys, geodetic surveys, and materials testing
  • Administrative and financial controls related to transportation construction engineering plans, contracts, projects, and reports
  • Strong understanding of agency policies, state and federal laws, statutes, and regulations
  • Proficiency in highway construction methods and materials
  • Excellent interpersonal, oral, and written communication skills
  • Ability to analyze and review engineering reports, plans, and specifications
  • Knowledge of information systems and technologies relevant to the field
  • Effective supervisory and leadership abilities
Minimum Qualifications
  • Eight (8) years of experience in transportation construction engineering
  • At least one (1) year of that experience must have been in an engineering role with lead responsibility for complex transportation construction engineering projects in construction, surveys, or materials testing (interpreted at the level of a Transportation Engineer 3 in the state system)
Preferred Qualifications
  • Proficiency in oral and written communication skills
  • Experience in a supervisory capacity using leadership, organizational, and interpersonal skills
  • Strong critical thinking and problem‑solving abilities
  • Experience with department software applications, including Construction Management System, Office 365, COMPASS, and CORE
  • Understanding of contract administrative procedures and principles
Special Requirements
  • Must possess Land Surveyor (LS) licensure or Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners
  • May be required to possess appropriate certification from the North East Transportation Training and Certification Program (NETTCP)
  • May be required to possess and retain a valid Motor Vehicle Operator’s license
  • May be required to travel
