Transportation Supervising Engineer (Construction Engineering)

The State of Connecticut Department of Transportation (Use the "Apply for this Job" box below). its experienced agency employees to apply for a transportation supervising engineer (construction engineering) role within the Office of Construction in Norwich.

Position Details:
Monday–Friday, full‑time, 40 hours per week. First shift 7:30 am‑4 pm.

Location:

DOT District 2 Headquarters in Norwich (open to other districts). Eligible for telework after successful completion of test period.

Role Summary

The Transportation Supervising Engineer will assist District Engineers in supervising a staff engaged in transportation engineering in office and field.

Responsibilities include:

  • Daily project or program oversight, coordination, and direction of assigned staff.
  • Managing program funding and program‑wide engineering and construction scheduling.
  • Meeting with State, Local, and Federal officials and coordinating with Metro‑North, Amtrak, FRA, FTA, FHWA and other regulatory agencies.
  • Program design review, value engineering analysis, and program refinement.
  • Constructability analysis and coordinating design issues on Design‑Build projects.
  • Resolving issues during construction.
  • Conducting performance appraisals, preparing consultant agreements, negotiating work assignments.
  • Overseeing project engineers dedicated full time to this program.
  • Other duties as assigned.
Examples of Duties
  • Assist, confer with and advise Transportation Principal Engineers or Transportation Assistant District Engineers on all types of construction projects such as highways, bridges and transportation facilities.
  • Conduct inspections of state projects.
  • Review and assist in approving contract proposals prior to advertising.
  • Review and make recommendations on contractor monetary claims.
  • Supervise and oversee inspection of construction work.
  • Make recommendations concerning proposed design changes, construction methods and substitution of materials.
  • Assign inspection personnel to various construction projects.
  • Review plans and specifications in preliminary and final stages.
  • Make recommendations to prevent recurring problems and assist design engineers with construction projects.
  • Supervise and maintain continuous contact with project engineers.
  • Coordinate field operations with other districts.
  • Serve as technical advisor on construction matters.
  • Supervise and oversee office functions related to construction projects (processing orders, estimates, consultant payments, approvals, memoranda).
  • Supervise and implement computerized construction reporting systems.
  • Prepare and maintain schedules for all survey and design projects.
  • Check detailed plans, specifications and estimates of cost of proposed projects.
  • Conduct special investigations and studies of complex design problems.
  • Interpret policy and recommend practices needed for implementation.
  • Correlate office or field operations with other sections.
  • Serve as technical advisor for survey and design.
  • Supervise office functions related to logistics and administration.
  • Schedule and monitor all location surveys performed by state personnel and surveyors.
  • Recommend standards of accuracy and limits of coverage for individual projects.
  • Recommend and maintain specifications for ground and photogrammetric surveys.
  • Prepare and administer agreements for photogrammetric mapping and surveys by contract.
  • Oversee inspection, sampling and testing of materials used for construction and maintenance projects.
  • Recommend solutions for problems concerning materials.
  • Initiate/direct training of technical personnel in testing and sampling of materials.
  • Prepare and maintain a manual of testing procedures.
  • Initiate or assist in preparation of specifications.
  • Confere with material producers, contractors, agency engineers and others concerning the materials and their use.
  • Direct application of statistical techniques for quality control of materials.
  • Prepare agreements for the testing of materials by certified outside testing agencies.
  • Direct or provide technical assistance in conducting studies for establishing policy and procedures.
