The Parks Department is seeking a dedicated and skilled Administration & Finance Manager to oversee financial and administrative tasks essential to the operations of our department. The successful candidate will prepare and implement annual operating and capital budgets, audit bond accounts, coordinate department purchases, manage payroll, and develop innovative fiscal procedures. This work includes conducting special studies and analyses to improve administrative, financial, and service programs.

Functions

This role involves highly responsible professional, administrative, supervisory, and technical work, providing financial and project management assistance. Responsibilities include coordinating, preparing, and implementing department budgets; auditing bond accounts; managing payroll; developing fiscal procedures; and conducting studies and analyses as instructed by the Director or designee.

Typical Duties and Responsibilities
  • Facilitate department payroll by inputting, auditing, and submitting data to the Department of Finance Payroll Division.
  • Compile, audit, and maintain time and attendance, overtime, and other employee data and reports.
  • Cooperate with the City’s Worker’s Compensation & Risk Management Coordinator to report and process injury claims.
  • Oversee records management, including supervising data entry and control of computerized systems.
  • Prepare, implement, and monitor complaint reports regarding delivery of public services; process complaints into work orders and recommend solutions.
  • Assist in the preparation, implementation, and monitoring of the annual operating and capital improvement budgets.
  • Supervise fiscal staff in monitoring expenditures, developing improved fiscal procedures, and inventory control; coordinate procurement of major equipment, materials, and services.
  • Prepare technical and professional consulting contracts with assistance from the Corporation Counsel, City Engineer, and others; implement contracts when fully executed.
  • Conduct assigned research on bond accounts and recommend solutions or courses of action.
  • Perform special studies and analyses of the department’s administrative, fiscal, and service programs.
  • Perform related work as required.
Education, Qualifications & Experience

Graduation from an accredited four‑year college or university with major coursework in public administration, municipal finance, business administration, or accounting, plus three to five years of budgeting and/or financial administration experience or equivalent training and experience providing the following knowledge, abilities, and skills.

Knowledge, Experience, Skills & Abilities
  • Knowledge of public administration principles.
  • Knowledge of municipal budgeting principles, budget preparation, and control.
  • Knowledge of administrative analysis and research techniques and available information sources.
  • Knowledge of RFAs, RFPs, and RFQs, including processing change orders and contract amendments.
  • Proficiency in Microsoft Office Suite and desktop publishing for presentations and annual budget reports.
  • Ability to develop effective recommendations based on research findings.
  • Ability to express oneself clearly and concisely, orally and in writing.
  • Ability to establish and maintain effective working relationships with city officials, agencies, the public, and stakeholders.
  • Mandated project management skills, organizational capabilities, and the ability to work well under pressure while handling multiple projects simultaneously.
  • Ability to work effectively and sensitively in a diverse community, recognizing and respecting cultural differences, and fostering an inclusive environment.

Salary, Bargaining Unit & Terms of Employment

This is a General Fund “tested” position under a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees. Salary effective 07/01/24; salary range not specified. General Funded hires are not covered by Social Security and will not pay Social Security taxes; instead, they participate in the City Pension with a 10% employee contribution rate.
