The City of New Haven Health Department is seeking an experienced and passionate Project Manager to lead its Tobacco Prevention & Cessation Program. In this highly collaborative leadership role, you will oversee a community-based public health initiative that combines education, outreach, policy development, and strategic partnerships to reduce tobacco use and improve health equity throughout New Haven. From managing grant-funded initiatives and supervising staff to building coalitions and driving meaningful community change, this position offers the opportunity to lead programs that make a lasting impact on the health and well-being of our residents.
Primary Functions
This is a full-time position with the New Haven Health Department responsible for overseeing and managing the tobacco prevention and cessation program. The Project Manager will lead program planning, implementation, and evaluation to reduce tobacco use and secondhand smoke exposure among youth and young adults across New Haven and the greater New Haven area to reduce smoking related disparities and improve health equity.
The position requires coordination of multi-sector partnerships, oversight of grant deliverables, and ensuring compliance funder requirements.
Occasional evenings and weekends may be required for this role.
Typical Duties And Responsibilities
Program Implementation
- Oversees day-to-day implementation of the tobacco prevention and cessation program in alignment with approved workplan and grant requirements
- Coordinates and manages program activities across prevention, policy, outreach, and evaluation components
- Builds and maintains partnerships with schools, community-based organizations, regional health departments, and statewide coalitions
- Leads development and facilitation of the Community Advisory Board (CAB) and associated committees
- Supports policy initiatives including smoke-free ordinances, housing policies, and point-of-sale strategies
- Represents NHV Health at local, regional, and statewide tobacco control meetings and coalitions
- Manages program timelines, deliverables, and reporting requirements, ensuring compliance with funder expectations
- Coordinates with evaluators to develop and implement data collection tools, surveys, and evaluation plans
- Monitors program performance, analyzes data, and adjusts strategies based on findings
- Prepares and submits required programmatic and financial reports
- Oversees program budget, tracks expenditures, and ensures appropriate use of grant funds
- Develops workplans and oversee daily assignments
- Supervises program staff, including Community Health Workers and other assigned personnel
- Hires and on-boards direct report(s)
- Conducts performance evaluations and implements corrective action as needed in accordance with City HR policy
- Oversees implementation of social media and community-based prevention campaigns targeting youth and young adults
- Performs related work as required.
- Master’s degree in Public Health, Health Administration, Social Work, or related field.
- Three to five years professional experience working directly in a community-based agency, with evidence of high performance, management experience, strong interpersonal skills, and writing capabilities.
- At least one year of supervisory responsibilities/staff supervision.
- Experience overseeing program budgets and grant financial compliance preferred.
- In lieu of a Master’s degree, an additional 6 years of directly related experience may be substituted.
- Knowledge of public health principles, prevention strategies, and health equity, with the ability to apply these to the Tobacco Prevention Program
- Knowledge of tobacco control, policy, and community-based interventions preferred.
- Some knowledge of the principles and practices of governmental and non-profit budgeting and accounting.
- Ability to research and identify sources of grant funding, prepare grant applications, and monitor grant-funded projects.
