Residency Investigator

Reports To:

Superintendent of Schools or Designee

Terms of Employment

12-month position. Part-time, as needed, not to exceed 600 hours per year. Compensation shall be $30 per hour. Gas, tolls, mileage, and all other travel expenses are the responsibility of the Residency Investigator. This position is non-tenure and subject to annual reappointment by the Board of Education. Salary is $30 per hour, not to exceed 600 hours.

Qualifications
  • Minimum of three years of experience directly related to residency investigations, student enrollment, admissions, security, or related duties.
  • Demonstrated knowledge of student admissions, enrollment procedures, residency documentation, and student records within a public school district.
  • Knowledge of New Jersey residency and enrollment requirements, including applicable provisions of N.J.S.A. 18A:38-1 et seq. and N.J.A.C. 6A:22-1.1 et seq.
  • Strong communication, organizational, and interpersonal skills.
  • Ability to maintain confidentiality of records and sensitive information.
  • Ability to manage multiple investigations and enrollment issues concurrently with strong attention to detail.
  • Computer literacy related to student information systems and residency documentation.
  • Valid New Jersey driver's license required.
  • Background in law enforcement, investigations, or security preferred.
  • Required criminal history background check, employment history review, and proof of authorization to work in the United States.
Duties and Responsibilities
  • Conduct proactive investigations and pursue tips regarding student residency.
  • Promptly investigate allegations of non-residency and maintain accurate and detailed records of all investigative activities.
  • Meet with parents or guardians, in person or by telephone, upon request by the Superintendent or designee to review and discuss residency eligibility.
  • Conduct random residency audits in addition to targeted investigations involving suspected non-resident students.
  • Review residency and enrollment documentation submitted by families to determine authenticity and compliance with New Jersey residency requirements pursuant to N.J.A.C. 6A:22-3.1, 6A:22-3.2, and 6A:22-3.4.
  • Request additional residency documentation when necessary, including but not limited to driver's licenses, vehicle registration, insurance documents, lease agreements, utility bills, and property tax records.
  • Conduct spot checks at school drop-off and pick-up locations when suspicious activity indicates possible out-of-district attendance.
  • Ensure all investigations and inquiries comply with applicable laws and regulations, including protections related to immigration status and prohibited documentation requests under N.J.A.C. 6A:22-3.3 and 6A:22-3.4.
  • Assist families with enrollment paperwork and follow up regarding incomplete or missing documentation.
  • Notify families regarding district residency requirements and the consequences of fraudulent enrollment, including potential tuition assessments and legal consequences.
  • Contact the New Jersey Motor Vehicle Commission, when authorized, to verify residency information pursuant to N.J.S.A. 18A:38-1.3.
  • Assist in communicating Board policies regarding fraudulent enrollment and tuition liability.
  • Prepare written reports and present investigative findings and recommendations to the Superintendent or designee regarding student eligibility and potential disenrollment proceedings.
  • Attend Board hearings and present evidence related to residency investigations and disenrollment matters.
  • Assist the Superintendent and Board Attorney in residency disputes, appeals, tuition recovery matters, and related legal proceedings.
  • Testify in administrative or court proceedings involving residency and enrollment matters when required.
  • Refer suspected criminal activity discovered during investigations to appropriate law enforcement authorities.
  • Cooperate with local law enforcement and prosecutorial agencies regarding investigations into illegal student enrollment.
  • Perform all other duties and responsibilities as assigned by the Superintendent of Schools or designee.
