SUMMARY OF DUTIES:
This position has responsibility for all aspects of managing MW Track infrastructure in the New York Division including ensuring safe work practices, overseeing asset inspection and maintenance processes, administrative oversight, leading the non-agreement and agreement work forces, and budgetary management. The Assistant Division Engineer position requires 24/7 availability to oversee an around the clock workforce, lead the restoration of service due to railroad emergencies, and provide technical expertise to day-to-day Operations as required.
ESSENTIAL FUNCTIONS
:
Drive improvement in safety performance of the sub-Division(s) through effective communication, direct oversight of safety activities, administration of efficiency testing, and coaching of direct and indirect reports, as appropriate.Maintain all infrastructure in the sub-Division in a manner that ensures a safe and dependable environment for train operations while working within the limitations of the annual operating plan.Ensure all aspects of the infrastructure meet or exceed current Amtrak standards and comply with all relevant regulatory requirements and standards.Assist Division leadership in the development of a Capital Program that targets investment in critical priorities and drives improvement in the safety and reliability of the sub-division infrastructure.Plan and monitor daily/weekly work plans to ensure proper prioritization, efficient utilization of limited resources (including track usage, force account, equipment, etc.), and effective execution of the work.Oversee all administrative activities of the sub-Division including, but not limited to, accident/incident investigation, payroll and time-entry management, workforce scheduling, operating and capital budgeting, safety management, inspection scheduling and compliance, etc.MINIMUM QUALIFICATIONS:
Bachelor of Science Degree in Engineering or equivalent work experience and training in position of similar capacity.Must be qualified on FRA Regulations such as MW1000, NORAC, RWP, and AMT II.Demonstrated supervisory experience in right of way inspection, maintenance, and construction.PREFERRED QUALIFICATIONS:
Extensive knowledge in MS Office applications.Demonstrated experience and working knowledge of International Organization of Standards (ISO) and AAR M-1003 criteria.Demonstrated data management and analytical experience.Must be able to interface with all levels of employees and both external and internal customers.Must be skilled and experienced with MS Office, creating spreadsheets, presentations, memorandums, and utilizing other applications to perform job functions.Expert level knowledge and experience in all facets of track inspection, maintenance, and construction including but not limited to FRA safety standards, principles of track construction and maintenance, work planning and scheduling, etc. as well as working knowledge of other crafts involved.Demonstrated knowledge and applied experience in railroad operations, operating rules, and divisional operating processes and procedures.Possess knowledge of and ability to apply Federal Railroad Regulations including…
