General Engineer ​/ Architect

Summary

You will serve as a GENERAL ENGINEER / ARCHITECT (CONSTRUCTION ENGINEER) in the Resident Officer in Charge of Construction (ROICC) of NAVFAC ENGINEERING CMD MID-ATLANTIC.

• You will provide assistance and technical guidance to other engineers, architects, and business lines as a Construction Engineer/Architect.
• You will manage multiple priorities and provide technical solutions to complex problems encountered during the administration of construction contracts for multi-million dollar state-of-the-art facility projects.
• You will be responsible for enforcement of all technical and administrative provisions of assigned construction contracts.
• You will review and approve technical contractor administrative submittals such as schedules, environmental protection plans, health and safety plans and accident prevention plans.
• You will monitor project budget and time constraints and initiate appropriate correct action as necessary to ensure funding thresholds and impacts to operational needs are not exceeded.
• You will serve as the technical representative in matters involving contract modifications and claims.

• 2) Identifying and recommending technical solutions to engineering and architectural problems encountered during the construction of facilities;
• 3) Monitoring contractor schedules to ensure construction projects do not exceed time constraints;
• 4) Reviewing accident prevention plans for compliance with contract health and safety requirements;

  5) Reviewing contract drawings and specifications with respect to constructability and compatibility with field conditions.

In addition to the basic education requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Providing professional engineering or architectural construction management services concerning facilities construction, repair and maintenance;
2) Identifying and recommending technical solutions to engineering and architectural problems encountered during the construction of facilities;
3) Monitoring contractor schedules to ensure construction projects do not exceed time constraints;
4) Reviewing accident prevention plans for compliance with contract health and safety requirements; AND
5) Reviewing contract drawings and specifications with respect to constructability and compatibility with field conditions. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics;

(b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
