Job Description
Coordinates and participates with the Program Manager responsible for evaluating contractual, financial, and technical aspects of the contracted services program through designated phases of the acquisition and life-cycle sustainment management. Assists in the development of plans and implementation of contractual controls, financial, and technical aspects of contracted purchases and services through all phases of the acquisition life cycle.
Participates in the Planning, Organization, and Execution of a Wide Range of Complex Activities for the Center Commander's Programs such as Inspection, Exercise and Force Protection. Ascertains compliance with legal and regulatory requirements, ensuring the best interests of the Air Force and Airmen's needs are met.
Represents the organization and higher management echelons to provide status information on assigned programs/projects, as required, in high level meetings and discussions with senior government officials, both within and outside the DOD and to senior contractor/industry personnel. Establishes, develops, and maintains effective working relationships with USAF EC requirements owners, contracting and financial staff, headquarters subject matter experts, and civilian contractor firms as appropriate.
Performs work associated with a wide range of contract and management methods to implement special program projects. Provides input and review of the Performance Work Statement (PWS) and Independent Government Cost Estimate for large and small facility projects-working with Civil Engineering Subject Matter Experts. Works with leadership, utilizing project management skills, to develop joint resolutions to contract issues that satisfy EC's mission requirements

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.
- Employee must be able to obtain and maintain a Secret security clearance.
- As necessary, may be required to work other than normal duty hours with brief advance notice.
Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
- Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the acquisition and program management process.
- Knowledge of the instructional systems development process to include analyzing new requirements, designing programs to meet requirement, evaluating effectiveness of instructional programs and the use of technology for design and delivery of training in support of training and training contracts.
- Knowledge of the laws, principles, policies, practices of acquisition, business, industrial management, operations and maintenance services (O&M), contracting procedures, technical concepts, and services practices life-cycle management planning and program management sufficient to evaluate contractor proposals and activities.
- Knowledge of safety and security regulations, practices, and procedures.
- Knowledge of the methods and techniques of fact-finding, analysis and resolution of complex problems, and the ability to develop concrete action plans to resolve problems.
- Ability to communicate effectively both orally and in writing, clearly, concisely and with technical accuracy, including ability to establish and maintain effective working relationships with others.
