Overview

Colliers Engineering & Design is seeking a dynamic and experienced Senior Project Manager to join our Municipal Group in Mt. Arlington, NJ. In this highly visible leadership role, you will spearhead the planning, design, and delivery of complex municipal infrastructure projects that directly shape and strengthen communities across New Jersey. Acting as a trusted advisor to public‑sector clients, you’ll build lasting partnerships while guiding multidisciplinary project teams toward successful outcomes.

This role blends technical excellence, strategic vision, and client‑focused leadership, offering the opportunity to mentor rising talent, influence project direction, and make a meaningful, lasting impact throughout the region.

Responsibilities
  • Prepare effective work plans and man‑hour budgets for approval by Department Manager.
  • Monitor time schedules and capital cost budgets on projects to satisfy the client as well as control work and productivity.
  • Manage, coach, and develop a team of engineering professionals to handle municipal clients.
  • Prepare advanced engineering designs and/or technical data for completion and accuracy.
  • Responsible for the quality control/quality assurance process on all assigned projects.
  • Oversee the work and productivity on assigned projects.
  • Strive to achieve predetermined goals for profit, productivity targets, and schedule of deliverables.
  • Participates in formulating and coordinating proposals and provides other Marketing support, including Business Development.
  • Identify the project team, work packages and tasks, evaluation methods, productivity targets, schedule of deliverables and manpower needed on projects.
  • Hold team meetings ensuring procedures governing review and approval of projects are followed prior to submission of completed work.
  • Negotiate with clients on any scope changes relative to project budgets and schedules subject to supervisors’ approval.
  • Coordinate and communicate effectively with all employees involved in the project to ensure high utilization rates (i.e. Project team meetings).
  • Review monthly man‑hour and cost reports to ensure projects are being completed at the pre‑determined goal.
  • Ensure everyone involved is working in accordance with all project planning and profit control procedures.
  • Ensure that all scope revisions affecting the project schedule and/or budget are discussed with the client.
  • Solicit help and involvement from Department Managers and any other managers to troubleshoot any technical problems.
  • Works efficiently with the Billing Department to authorize and transmit bills to client. Follows up with clients for timely payments.
  • Mentor junior staff in learning sound technical and business practices, and enhancing corporate objectives.
  • Attendance of evening council or planning board meetings will be required.
Qualifications
  • 12+ years of related experience.
  • Bachelors degree in Civil Engineering.
  • Professional Engineering License preferred.
  • Extensive knowledge of all aspects of municipal engineering including capital project design, stormwater management, utility design, cost estimating, construction administration, land use, etc.
  • Ability to manage a team of 4-7 people.
  • In-depth knowledge of the regulatory permitting process for the region.
  • Ability to manage multiple projects at one time.
  • Proven track record with client management and business development.
  • Ability to manage staff.
  • Experience with preparing proposals, developing budgets, tracking budgets and the associated financial management skills necessary to run a team and monitor the performance of business.
  • Ability to read, write and understand English for purposes of comprehending written job‑related communications and verbal instructions and interactions.

Compensation: $126,735 to $174,405 per year (depending in qualifications)
