Job Description

Serves as the Clinical Director leading clinical, operational, and financial activities. Works collaboratively with physicians, clinical departments, nursing, management, and other stakeholders to ensure timely patient access to care, operational efficiency, department productivity, fiscal integrity, and patient satisfaction. Primary responsibilities include human resources management, practice business development, daily operational efficiency, effectiveness, and regulatory compliance.

Principal Accountabilities
  • Provides oversight and operational support for the coordination and delivery of high‑quality patient care 24/7. Leads efficient patient flow processes—admissions, transfers, and discharges—to ensure seamless transitions and optimal resource utilization. Conducts team meetings to foster engagement, uphold safety standards, and enhance the overall patient and family experience. Ensures payroll accuracy and appropriate staffing levels to meet patient acuity and volume, manages overtime, and aligns staffing with budgetary and productivity targets.
  • Budget:
    Oversees the development, implementation, and management of annual clinical operating, capital, and staffing budgets, ensuring efficient resource utilization and alignment with financial objectives. Contributes to strategic planning to support organizational priorities.
  • Performance Management:
    Leads performance management by conducting introductions and annual evaluations, aligning with organizational goals and individual development plans. Participates in strategic talent decisions, including recruitment and separation, and provides ongoing coaching. Identifies professional development opportunities and applies progressive disciplinary practices consistently.
  • Service:
    Cultivates a staff‑driven experience that prioritizes exceptional service for patients, physicians, colleagues, and the community. Involves staff in advancing patient‑care standards, promotes the organization’s vision, mission, and values, and evaluates the patient experience to implement focused action plans that enhance satisfaction.
  • Growth:
    Serves as an effective representative of APCS and the health system within the community, actively seeking opportunities to promote the organization.
  • Quality:
    Ensures implementation of professional practice standards aligned with policies and evidence‑based guidelines, maintains compliance with local, state, and federal regulations, OSHA, Joint Commission, and other accrediting bodies, and oversees departmental performance to adhere to patient‑safety initiatives and regulatory requirements.
  • Professional Practice:
    Promotes shared decision‑making and professional autonomy through active governance participation, maintains engagement with professional organizations, and leads recruitment, retention, and team engagement efforts to foster a collaborative culture.
  • Development:
    Develops, implements, and monitors policies and procedures required by accrediting bodies or licensing agencies; reviews contracts with insurers and home‑care agencies; assists with data collection for insurance requests.
  • Assists agency staff with the implementation of computer programs and materials necessary to support standards and provide management information, such as expiring authorization reports.
  • Serves as Acting Administrator and/or nursing resource person for office and field staff in the Director’s absence.
  • Required Qualifications
    • Bachelor’s degree in Nursing
    • Current registered‑nurse license in New Jersey
    • Certification in basic life support (BLS)
    Preferred Qualifications
    • Master’s degree in Nursing, Business, Healthcare, or Finance
    • At least four years supervisory experience in a home‑health care setting
    • Experience with home‑health care standards and quality assurance or risk management
    • Proficiency with Microsoft Word, Excel, Outlook, and Power Point
