Haz Tek is hiring a Safety Watcher in South Jersey to provide critical site observation and support for construction and modification projects inside energized substations and switchyards.
The NERC-CIP Certified Safety Watcher is responsible for providing continuous, line-of-sight supervision of individuals requiring escorted access to designated NERC-CIP areas. The Safety Watcher serves as a certified escort and is responsible for helping maintain the security of applicable Physical Security Perimeters (PSPs), Electronic Security Perimeters (ESPs), and other designated areas. In addition to NERC-CIP escort responsibilities, the Safety Watcher verifies required identification and credentials of personnel and coordinates with contractor, project, safety, and security personnel to address access, credentialing, safety, and security concerns.

NERC-CIP Escort Responsibilities
- Serve as a certified escort for individuals requiring NERC-CIP access.
- Maintain continuous, line-of-sight supervision of escorted individuals at all times when required.
- Maintain awareness of the location and activities of escorted individuals within applicable Physical Security Perimeters (PSPs), Electronic Security Perimeters (ESPs), or other designated areas.
- Ensure escorted personnel remain within authorized areas and comply with applicable site access and security requirements.
- Prevent unauthorized access to restricted areas.
- Immediately address or report unauthorized activity, access concerns, or potential security violations.
- Follow applicable NERC-CIP and site-specific escort requirements and procedures.
- Maintain continuous attention to escorted personnel and surrounding site conditions.
Personnel and Credential Verification
- Verify required identification, safety, security, and access badges for personnel working at the site.
- Request contractor personnel to produce ISNetworld (ISN) badges upon mobilization, during tailboards and similar meetings, and as necessary throughout site activities.
- Scan ISN badges using the ISN mobile application to verify badge validity and applicable worker qualifications.
- Request and verify applicable PSE&G Background Check Verification Cards (BCVCs).
- Coordinate with contractors, project teams, safety teams, and security personnel to resolve credentialing issues.
- Escort personnel when required while credentialing or access issues are being resolved.
- Escalate unresolved credentialing or authorization concerns.
Safety and Security Monitoring:
- Maintain continuous awarness of safety and security conditions within the assigned area.
- Identify and appropriately address unsafe, unauthorized, or potentially security-sensitive activities.
- Exercise Stop the Job authority when appropriate based on identified safety, security, or credentialing concerns.
- Immediately communicate significant safety or security concerns to the appropriate personnel.
- Support the protection and security of applicable restricted areas.
Communication and Coordination
- Work closely with contractor personnel, project teams, safety teams, and security personnel.
- Communicate safety, security, access, and credentialing concerns promptly.
- Coordinate with appropriate personnel to resolve identified issues.
- Maintain accurate awareness of applicable site-specific access and escort requirements.
- Maintain professional and effective communication while performing escort responsibilities.
REQUIRED EDUCATION AND EXPERIENCE
:
- High School Diploma, or equivalent
- NERC-CIP certification
- Three years of full-time and consistent work experience
- Experience working in a safety or security environment
- Knowledge/general understanding of OSHA 1910 and 1926 regulations
PREFERRED EDUCATION AND EXPERIENCE
:
- OSHA 30 Hour Construction or General Industry
- NCS First Aid/CPR/AED Certification
