Buried Utilities Project Manager – Preconstruction & Estimating

Job Summary
We are seeking an experienced Buried Utilities Project Manager with strong experience in underground utilities, heavy civil construction, preconstruction, estimating, and project development.
The ideal candidate will evaluate projects from the conceptual stage through estimating, proposal development, constructability review, and transition to field execution.
Key Responsibilities- Lead preconstruction and project development for buried utility/heavy civil projects.
- Review plans, specifications, site conditions, and utility routes.
- Develop conceptual budgets, schedules, execution strategies, and construction approaches.
- Support estimating, bidding, proposals, and project pursuits.
- Evaluate constructability, utility conflicts, site constraints, and project risks.
- Develop means and methods for trenching, horizontal boring, plowing, conduit installation, earthwork, and utility relocation.
- Coordinate with owners, developers, engineers, estimators, subcontractors, and operations teams.
- Support permitting, easements, right-of-way, utility coordination, and route planning.
- Participate in client/owner meetings and project pursuit discussions.
- Help transition successful projects from preconstruction into field operations.
- 8+ years of experience in heavy civil construction, buried utilities, underground utilities, preconstruction, estimating, or project development.
- Strong hands-on knowledge of:
- Trenching
- Horizontal directional drilling/boring
- Plowing
- Conduit installation
- Utility relocations
- Earthwork/site development
- Experience with constructability reviews, means & methods, conceptual estimating, scheduling, and risk analysis.
- Strong understanding of utility permitting, easements, ROW, and utility coordination.
- Strong communication and project development skills.
- Bachelor's degree in Civil Engineering, Construction Management, or related field preferred.
- PA, OH, or WV market experience highly preferred.
