The Building Inspector ensures new and existing residential, commercial and industrial structures comply with local, state, and federal codes (building, electrical, HVAC, fire, zoning). This position reviews construction plans, issues permits, conducts on‑site inspections from foundation to occupancy, and enforces safety regulations through correction notices or stop‑work orders.
MAJOR DUTIES AND RESPONSIBILITIES- Inspects residential, commercial, industrial and other buildings during and after construction to obtain compliance with the provisions of building, zoning, fire, electrical, mechanical, fuel gas, energy, and accessibility codes and standards.
- Investigates building code violations and enforces building and zoning regulations.
- Inspects business locations prior to issuance of certificates of occupancy.
- Reviews sign permit applications and conducts sign inspections.
- Reviews and discusses plans with architects, engineers, contractors and property owners.
- Reads and interprets blueprints, specifications, and installation manuals and applies provisions of the documents to projects under construction.
- Provides information, guidance and assistance to the public, contractors and property owners regarding code requirements.
- Maintains current knowledge of existing, proposed and newly adopted codes, ordinances and regulations.
- Completes inspection reports and maintains electronic records of all inspections, violations and enforcement actions taken on all properties.
- Issues stop‑work orders when necessary.
- Investigates complaints of defective or non‑compliant construction; notifies responsible parties of defects and provides instruction for correction.
- Performs related tasks or other duties as assigned.
- Considerable knowledge of Zoning, Accessibility, Building, Fire, Mechanical, Electrical and Plumbing codes, and ability to interpret site, civil, structural, architectural, mechanical, construction plans and specifications and identify deviations from such plans in the field.
- Ability to establish and maintain cooperative relationships at a professional level with building owners, design professionals, contractors, co‑workers and the general public.
- Ability to enforce all applicable regulations with tact, firmness and impartiality.
- Strong verbal and written communication skills for professional interactions and documentation.
- Considerable knowledge of modern office practices and procedures including organization and handling of digital files and records; proficiency in Microsoft Office suite, email; and knowledge of general departmental and Village operations and organization.
Completion of an Associate’s degree or two years of technical or business school with courses in building trades, code enforcement or a related field, with three years of related work experience; or an equivalent combination of education and experience.
ICC B5 Residential and Commercial certification is preferred or the ability to obtain the certificate within eighteen (18) months of employment.
Possession of an Illinois Plumber’s License is not required, but is desirable.
WORKING CONDITIONS/PHYSICAL REQUIREMENTSWork is performed primarily in the field and at construction sites. Normal work conditions call for nominal levels of physically demanding efforts characterized by walking or standing most of the day. Other forms of continuous activity include stooping, crawling, crouching and climbing as part of the regular inspection routine; the job also entails working in very awkward positions, some of the time.
Attention to safety is essential to minimize the risk of injury. All of these conditions require that the incumbent of this position be reasonably ambulatory and possess a normal range of hearing, vision and manual dexterity.
