Position Summary

World Relief in Chicagoland seeks a Senior Design, Monitoring, Evaluation, Accountability, and Learning (DMEAL) Specialist who will lead the development, implementation, and ongoing improvement of Chicagoland’s impact measurement framework. This role will drive a data-informed culture by refining the theory of action and ensuring data collection and reporting systems reflect client growth, program effectiveness, and overall organizational impact. The Senior DMEAL Specialist will be the lead expert in syncing and implementing measurement tools, streamlining data processes, and translating data into actionable insights for program staff, executive leadership, and program partners.

ROLE & RESPONSIBILITIES

Key areas of focus

  • Data collection tools — Develop, refine, and pilot a feasible set of indicators to show outcomes at the organization and program levels. Create a seamless data flow and provide training for staff.
  • Outcomes and Evaluation Framework Development — Lead the refinement and piloting of data collection tools to establish KPIs aligned with the Theory of Action. Provide technical oversight on the adoption of relevant assessments, ensure consistent implementation, and train staff. Support adaptation to include measures of parenting and workforce development. Conduct initial assessments and generate summary reports of program learning and effectiveness.

    Explore options to reduce data collection burden while improving understanding of client growth and needs. Pilot revised tools and assess validity. Develop and pilot participant satisfaction surveys integrated with national requirements. Assess current goal-striving tools and propose improvements for data collection, monitoring, and reporting.
  • II. Data System and Reporting Infrastructure — Design, develop, and test dashboards for ongoing monitoring of operations, outputs, and outcomes. Collaborate on an agency-wide dashboard and explore data system integration across programs to improve access while minimizing staff burden.
  • III. Evaluation, Analysis & Learning — Produce high-quality evaluation reports and learning briefs; ensure results inform program adaptation and organizational learning. Conduct statistical and qualitative analyses; translate findings into practical applications. Facilitate learning sessions and maintain a learning agenda. Provide coaching to program managers and MEL focal points. Strengthen agency measurement, data governance, and learning processes.
