I. Position Function
SUMMARY:
Under the direction of the Chief Planner and/or Planning and Zoning Director the Planning Technician performs a variety of full performance, routine administrative and complex clerical duties as needed to expedite the administrative, technical or clerical functions of the planning department.

Job Duties:
* Provides initial contact with the general public seeking information regarding various applications for: residential zoning clearance permits, building permits, manufactured home zoning clearance, grading and excavation permits, demo permits, home occupation permits, short term rental permits, and complaint forms.
* Determines necessary application forms and assists customer with completion ensuring all documentation has been obtained.
* Refers customer to appropriate agencies and entities as needed for proper documentation.
* Responsible for receiving and reviewing completed applications, ensuring all proper documentation is complete, then directed to appropriate staff members for processing.
* Provides customer service; answers phone and routes calls; takes and relays messages; provides information to customers as they come into the office.
* Verifies Home Occupation Applications, Business Registration Applications, Short Term Rental Permit Applications, Manufactured Home Zoning Clearance Permit Applications, and Sign Permit Applications are complete, and all documentation is attached. Processes applications and issues permits for said applications.
* Works with the Clerk's Office for the issuance of New Business registrations.
* Collects the appropriate fees for approved building and zoning permits, and releases said permits and certificates of occupancies to customers.
* May assist with daily reconcilement of fees collected each day and deposits revenues to the Treasurer's Office.
* Assists in the preparation of meeting packets for the Taos County Planning Commission Board and the Board of Adjustment.
* Attends the Planning Commission and Board of Adjustment meetings and composes a full and accurate account of all actions taken.
* May assist in transcribing dictation of Planning Commission meetings and the Board of Adjustment meetings into documents, letters, reports, memos, minutes or other general correspondence.
* Receives a list of scheduled inspections from the building inspectors on a daily basis and may provide inspection status to applicants as needed.
* May assist code enforcement staff with acceptance of complaints and forwards the complaints to code enforcement staff for review.
* Assists in the preparation of requisitions, purchase orders and per diem requests; receives and processes department bills for approval and payment per Taos County procurement policies.
* May assist in the processing of time sheets biweekly and ensure all documentation has required signatures.
* May monitor general leave accrual for employees and may create reports for management review.
* Responds and gathers information requested through public record requests and returns the gathered document(s) to the County Clerk's Office per IPRA guidelines.
