Urbanisme and Environment Management Responsibilities

Under the responsibility of the head of the attractiveness and living environment department, in liaison with the elected officials in charge of these competencies, you will ensure the management of the urban planning and environment service.

- Minimum of a Bac + 2 in the following fields: legal, urban planning, development, architecture.

- Experience is desirable but all applications will be considered.

- Driving license

B. Knowledge and skills:

- Regulatory framework of land law:
Code of Urban Planning, Code of Construction and Habitat, Environment Code.

- Regulatory framework of environmental law.

- Civil law (right of cleanliness...), criminal law.

- Management.

- Technical communication and negotiation skills.

- Conducting an analysis of the needs of the community in terms of urban developments.

- Articulating public policy of urban planning, territory and actors.

- Reading and analyzing different types of urban planning maps and documents.

- Verifying the conformity of requests.

- Following the evolution of regulations.

- Writing acts of procedures and administrative decisions.

- Managing urban planning disputes.

- Directing petitioners and the public to the competent services other than those of the community.

- Respecting procedures and regulatory deadlines.

- Knowing how to use the GIS of Limoges Metropolis.

- Knowing how to use specific software:
GeoPC, Adobe suite, PowerPoint, QGIS.

Art. L332-8 disposition 2 of the general code of the territorial public service - A contractual employee may be recruited for this position for the needs of the services or by the nature of the functions when no candidacy of a civil servant has succeeded. The proposed contract may not exceed three years, renewable up to a maximum duration of six years.
