PURPOSE OF POSITIONDesign, develop and revise instructional academic, simulator and interactive (computer-based) training programs utilizing Instructional Systems Design (ISD).
MINIMUM QUALIFICATIONSEducation: Associate degree or higher from an accredited university in education discipline. Experience may be considered as a substitute for the educational requirements. Bachelor’s degree from an accredited university in education related discipline.
Training and
Experience:
One-year hands‑on experience in curriculum development and design and production of ISD materials. Must have completed, or shall complete within 18 months, these courses (3 semester hours per course): test and measurement applications, statistics, psychology of learning, ISD applications, curriculum and instructional development, evaluation design application and theory.
Area of educational emphasis in curriculum development or one-year experience in curriculum development and have three semester hours in computer-based instructional design applications. Three years’ experience in training development.
GENERAL SKILLSMust possess strong technical writing skills; highly developed collaboration, communication, organizational and facilitation skills; able to express ideas clearly in documents with appropriate organization, structure and grammar, and adjust language and terminology to the characteristics and needs of the audience; ability to effectively manage numerous tasks and projects concurrently; ability to work effectively with diverse personality styles and employee levels internal and external to the organization;
ability to work individually and as part of a team; strong interpersonal skills; ability to work with and understand highly technical and conceptual content; ability to design learning activities that apply principles of adult learning and participant-centered learning techniques, must be able to demonstrate effective facilitation and debriefing techniques; able to develop strong customer relationships.
Strong Microsoft Office PowerPoint Word, Excel skills, Proficient in Outlook. Experience using Learning Management Systems and Online Content Management Systems Preferred.
SECURITY CLEARANCECurrent security clearance of “Secret” or above.
DUTIES AND RESPONSIBILITIES- Analyze, design, develop, and maintain courseware and related materials using the current, updated Air Force model of ISD as defined in AFH 36-2235 Vol. 1 (Sep 02).
- Perform needs assessments
- Perform resource and constraints analysis
- Perform task analysis
- Develop and sequence objectives
- Design effective and efficient course of instruction and recommend non-training interventions as appropriate
- Design and develop the instructional materials
- Evaluate effectiveness of training
- Maintain the training program
- Develop training products through a process that includes review and research of government furnished manuals and references, SME interviews, evaluation of training simulators and training devices, and other resources.

- Lesson Overview
- Lesson Plan
- Lesson Presentation
- Lesson Study Guide
- Instructor Guide
- Examination Package
- Instructional Media Package
- Syllabus Review Report
- Courseware Development Schedule
- Develop, coordinate, and produce a definitive Courseware Delivery Schedule (CDS) that shall identify the milestones and time phasing of CWD that will annually.
- Prepare an annual work plan that forecasts production on a monthly basis to include Reviews, Revisions and New courseware efforts
- Publish approved courseware materials to the LMS.
- Schedule and accomplish formative and summative evaluation of lessons.
- Provide frequent feedback to staff members and leadership regarding advances in instructional design and technology.
- Analyze test items and cumulative data for trends.
- Pursue the use of current technology, teaching tools, and techniques that are compatible with government media systems.
- Maintain a working knowledge of all applicable regulations, instructions, procedures, Technical Orders, and other publications listed in the Performance Work Statement (Contract).
- Review and/or revise courseware materials on scheduled, out‑of‑cycle, and as urgent requirements demand as stated in the PWS.
- Perform other incidental and related duties as required and assigned.
