Emergency Manager

GENERAL DEFINITION

The primary responsibility of this position is to coordinate and integrate all activities required to build, maintain, and enhance the Tribe’s ability to mitigate prepare for, respond to, and recover from actual or potential natural disasters, acts of terrorism, or other human-caused emergencies. This role serves as the Tribe’s technical advisor for emergency preparedness plans, functions, and safety initiatives.

Work is performed under the general direction of the Public Safety Director.

• Provides leadership and direction during emergency situations; conducts risk and vulnerability assessments; and trains employees on emergency preparedness response, and recovery procedures.
• Design strategy, systems, processes, guidelines rules & standards to develop, implement and manage an emergency communications plan.
• Prepare plans that outline operating procedures in response to emergencies or disasters.
• Develop, amend and maintain Emergency Operations and Hazard Mitigation Plans.
• Inventory all available resources from tribal, BIA, County, State, Federal, and community programs to include public and private schools for emergency preparedness.
• Prepare and monitor annual budget for emergency preparedness.
• Apply for and manage technical and financial assistance through state, county, federal, and tribal programs.

• Plans and coordinates emergency and disaster response activities to minimize risk to life, property, and critical infrastructure.
• Monitors conditions, activities, and changes that may increase the likelihood of an emergencies or impact response readiness, including factors affecting response efforts and plan implementation.
• Coordinate disaster response or crisis management operations, including ordering evacuations, opening and managing public shelters, and implementing special needs plans, and programs.
• Maintain ongoing communication and coordination with other tribal, municipal, county, state and federal officials, as well as non-profits, businesses, school, hospitals and other stakeholders to support unified response efforts.
• Reviews and updates emergency response plans and procedures to reflect regulatory requirements, technological advancements, and lessons learned from emergency incidents and exercises.
• Coordinates, develops, and facilitates training programs in compliance with Federal Emergency Management Agency (FEMA), National Incident Management (NIMS), and Incident Command Structure (ICS) standards for responders, staff
