Facility Chief Financial Officer
Position located in Truth or Consequences, NM.
Purpose of the PositionEnsure the business office and procurement operations of the New Mexico State Veteran's Home remain self-supporting and compliant with federal, state, and VA regulations. Manage the facility’s budget, income, expenditures, accounting, audit, procurement, inventory, and financial reporting to support effective operations and grant compliance.
Responsibilities- Plan, develop, and monitor the facility’s budget; conduct monthly, mid-year, and year-end reviews; recommend adjustments to achieve financial goals.
- Oversee all general accounting transactions and maintain accurate, complete, and timely financial records.
- Ensure accurate billing for Veteran Administration (VA), Medicaid, and Medicare; prepare and file reports with external auditors and regulators.
- Coordinate audits, review findings, and implement corrective actions to minimize future issues.
- Develop financial systems, policies, and procedures in compliance with accounting standards, HIPAA, and state law.
- Prepare and submit federal and state financial reports, including the Medicare/Medicaid annual cost report.
- Maintain confidentiality of financial and patient information through HIPAA training and signed agreements.
- Supervise and support financial staff, ensuring adherence to defined job duties.
- Participate in facility meetings and provide leadership on financial matters to achieve operational excellence.
- Respond to occasional travel for training and meetings; operate the state-owned vehicle when required.
- Bachelor’s degree in Business Administration, Accounting, Finance, or Auditing.
- Three (3) years of experience in Accounting, Business Administration, Public Administration, Finance, or Auditing; includes one (1) year of managerial or supervisory experience.
- Alternative combinations: seven (7) years of related education and experience may substitute for the required education and experience.
- Experience with federal grant and/or special revenue management is desirable.
- Criminal background check in accordance with New Mexico Caregivers Criminal Screening Act.
- Valid New Mexico driver’s license.
- Current Defensive Driving Course Certificate or completion of required training.
- Successful completion of HIPAA training.
- Signed confidentiality agreement.
- English language proficiency in reading, writing, speaking, and comprehension.
Work is performed in an office and facility setting with significant use of computer and phone. Daily walking, standing, bending, lifting, and handling of residents or staff equipment is required. Exposure to contagious diseases, bodily fluids, and stressful situations may occur. Some travel and off‑shift hours (weekends, holidays, overtime, and on‑call duty) are anticipated.
