Ensure the highest standards of environmental safety and operational excellence by effectively managing day-to-day operations of a landfill. Manage the full fleet of primary and secondary equipment, focus on profitability through effective fleet and maintenance management, and maintain safety, training, and environmental compliance.
SupervisionWorks under the general supervision of the Public Works Director. Provides close-to general supervision to Scale house Operator and Landfill Operator(s).
Essential Functions- Oversee landfill operations, construction, permitting, leachate, and gas management.
- Maintain cleanliness and property maintenance through inspections and preventive maintenance plans.
- Ensure safe and reliable vehicles and heavy equipment are available; conduct fleet evaluations and maintenance to minimize costs while maximizing productivity.
- Plan, organize, direct, and oversee the administration of the landfill, including construction, maintenance, and operations.
- Act as project manager: monitor, review, and approve contractor design and work; update standards; respond to repair requests.
- Supervise personnel, implement department policy, conduct interviews, evaluate performance, and provide training.
- Assist in budgeting, forecasting personnel and equipment needs, and analyze costs to formulate maintenance plans.
- Coordinate with other departments and agencies for emergency and unanticipated needs.
- Inspect work for compliance; investigate and resolve complaints.
- Respond to emergency calls 24 hours a day; maintain daily work records and payroll time sheets.
- Operate specialized heavy equipment such as semi-truck, belly dump, lowboy, graders, loaders, excavators, backhoe, dump truck, bulldozer, etc.
- Perform additional duties as directed or assigned.
Education and Experience:
High school graduation plus two (2) years of specialized training directly related to duties, and eight (8) years of progressively responsible experience in a related field, with at least two (2) years in a lead worker capacity; or an equivalent combination of education and experience.
- Knowledge of drawings, specifications, grades, machinery, materials, and construction methods for roads, drainage systems, and landfill cells.
- Understanding of sound management practices, safety standards, and legal liabilities associated with landfill operations.
- Budget development, fiscal management, and modern computer proficiency (Windows, Word, Excel).
- Effective supervisory skills, diplomacy, and problem‑solving.
- Strong verbal and written communication; ability to read and interpret engineering drawings.
- Team building and relationship building with officials, agencies, and the public.
- Commercial Driver’s License (CDL) with “A” endorsement.
- State Landfill Certification or SWANA Landfill Manager Certification.
Incumbent works in a safe, climate‑controlled environment with occasional heavy equipment operations and physical activities involving walking, standing, stooping, reaching, and lifting. Exposure to hazardous materials, confined spaces, and airborne pathogens is possible.
