Purchasing Manager (Project Management)
Position Summary:
Under direction of the Finance Director, accomplishes the purchasing objectives of Santa Ana Pueblo. Ensures all purchasing functions and programs are maintained in accordance with Pueblo purchasing policy and the requirements of Uniform Grant Guidance and all regulations and requirements of federal, state and other grant funding sources. Maintains confidentiality of all privileged information. This list of duties and responsibilities is illustrative only of the tasks performed by this position and is not all-inclusive.
- Develops a purchasing strategy for Santa Ana Pueblo.
- Reviews and processes purchase requisitions and purchase orders.
- Negotiates prices and terms with vendors and suppliers.
- Prepares, audits and monitors contracts to ensure compliance with contracting agreements.
- Prepares and issues solicitation documents such as RFPs.
- Receives and evaluates bid and quote documents organizing evaluation committees and preparing presentations for selection results.
- Issues NM CRS certificates and prepares credit applications.
- Builds and maintains relationships with vendors to develop best pricing and performance.
- Assures free and open competition without conflict of interest.
- Assures that all transactions are supported by appropriate evidence of competition in accordance with Pueblo purchasing policies.
- Regularly evaluates Pueblo vendors considering pricing, quality and timeliness recommending and maintaining an approved vendor list based upon evaluation criteria.
- Recommends removal of vendors from consideration by the Pueblo when appropriate.
- Manages receiving of goods and supervises other purchasing staff members.
- Tags capital assets and theft sensitive items.
- Participates in annual physical inventories.
- Coordinates with purchasing departments of the Pueblos enterprises to assure that favorable terms and pricing are applied equally to all Pueblo government departments and enterprises and to utilize favorable contracts for the benefit of the Pueblo government.
- Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes and conferences, reviewing professional publications; establishing networks; participating in professional societies and conferring with representatives of contracting agencies and related organizations.
- Contributes to a team effort and accomplishes results as required.
- Performs other duties as required.
Minimum Qualifications:
Bachelors Degree in Business or a related field plus four years purchasing experience as a manager or senior buyer, or equivalent combination of education and experience. Must be able to successfully pass a pre-employment drug/alcohol screen and background investigation including a motor vehicle check. Must possess and maintain a valid New Mexico drivers license and be insurable under the Pueblos insurance.

Certifications:
- Knowledge of applicable federal, state, county and local laws, regulations, and requirements.
- Skill in preparing solicitation documents.
- Ability to organize meetings and prepare presentations.
- General knowledge of and ability to implement fund accounting and encumbrances.
- Skill in preparing contract documents and using contract management software.
- Skill in operating various word-processing, spreadsheets, and database software programs in a Windows environment.
- Skill in supervising, training, and evaluating assigned staff.
- Ability to exercise independent judgment.
- Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds.
- Ability to interpret applicable federal, state, county and local laws, regulations, and requirements.
- Ability to maintain confidentiality.
- Ability to strictly implement Pueblo purchasing policies.
- Ability to work independently and meet strict timelines.
- Ability to communicate efficiently and effectively both verbally and in writing.
Physical Demands:
While performing the duties of this job, the employee regularly is required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is required to walk. The employee occasionally is required to stand; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds.
Work Environment:
Work is generally performed in an office setting with a moderate noise level.
