Transportation Engineering Director

Pasco County is seeking a visionary, strategic, and big picture thinker to inspire and take the Pasco County Transportation Engineering Department to the next level of excellence. The Transportation Engineering Director is a highly responsible professional engineering position that leads teams of engineering, technical, field and office personnel, manages capital projects, and coordinates with various stakeholders to deliver effective and efficient transportation solutions.

The department consists of approximately 75 employees and manages an annual operating budget of approximately $14 million and a five-year capital budget of approximately $547 million. This position reports directly to the Assistant County Administrator for the Public Infrastructure Branch.

The essential job functions include overseeing, directing, and managing the personnel of the Transportation Engineering Department; conducting performance evaluations of employees; overseeing the development and implementation of the department's written standard operating procedures and administrative policies; participating in the development of the Five-Year Transportation Capital Improvement Plan (TCIP); implementing and managing the TCIP; coordinating with external stakeholders including the Pasco County Metropolitan Planning Organization, the Florida Department of Transportation, the Florida's Turnpike Enterprise, local municipalities, developers, consultants, community organizations and various regional and national transportation partners to support the implementation of the County's long-range transportation plan;

coordinating and communicating with internal teams including the County Attorney's Office, Development Services, Pasco Utilities and Public Works for the successful delivery of TCIP projects; managing the design and execution of transportation projects to ensure adherence to quality, budget, and timeline requirements; supervising project managers and being engaged in the procurement and management of professional services agreements for roadway planning and design, contract documentation and computations;

supervising the assembly of roadway design plans, signing and pavement marking plans, signalization plans, lighting plans, scopes of work, bid packages, design exceptions and variations, and utility work schedules; reviewing contracts with engineering consultants and construction contractors to ensure compliance with project requirements and budgets; reviewing Engineer of Record probable cost estimates. Determining bid items and associated quantities; developing and updating project schedules.

Ensuring projects meet local, state and federal regulatory requirements; providing expert advice on transportation design, construction, maintenance, and operations; making presentations to the Board of County Commissioners and representing the County at public meetings and workshops; preparing, presenting, and maintaining the department's operating and capital budgets; supporting the County Attorney's Office with providing expert witness testimony; addressing inquiries from the County's elected officials and leaders, and the public regarding transportation capital projects and public infrastructure;

and performing other related duties as required.

Knowledge, skills and abilities include the ability to maintain an enthusiastic, self-reliant and self-starting approach to meet job responsibilities; the ability to anticipate work to be done and initiate proper and acceptable direction for completion of work with a minimum of supervision and instruction; knowledge of the Minimum Standards for Design, Construction, and Maintenance Streets and Highways (Florida Greenbook) and the FDOT's Florida Design Manual;
