The department of citywide administrative services (dcas) seeks a highly motivated and strategic individual to serve as chief of staff to the first deputy commissioner (fdc). The first deputy commissioner's portfolio includes human capital, fiscal and business management, the office of citywide procurement, and information technology. The chief of staff will operate with broad latitude for independent initiative and judgment, serving as a trusted advisor on sensitive, strategic, and policy matters.

The chief of staff will play a critical role in advancing the first deputy commissioner's priorities by coordinating and driving initiatives across the commissioner's office and throughout the agency. This position will provide high-level guidance and counsel, facilitate executive decision-making processes, manage cross-functional projects, and ensure the effective day-to-day operations of the first deputy commissioner's office.

The successful candidate must be highly organized, proactive, and strategic, with exceptional communication skills to foster a collaborative and results-driven environment. The individual must be able to think holistically and creatively, anticipate and identify risks, and develop thoughtful, solutions-oriented approaches to complex challenges.

The chief of staff will be responsible for, but not limited to, the following:

* serving as a strategic partner and principal advisor to the first deputy commissioner;

* advising the first deputy commissioner on sensitive matters;

* drafting and reviewing memos, briefing materials, presentations, reports, and other executive-level documents;

* preparing agendas and materials for first deputy commissioner meetings and tracking follow-up actions to ensure timely execution;

* managing information flow between the first deputy commissioner's office and internal and external parties to eliminate bottlenecks;

* working with the commissioner's office and dcas executive/senior leadership to ensure that the first deputy commissioner's office is meeting the needs of the agency;

* providing troubleshooting assistance to the first deputy commissioner on a variety of fronts, including taking responsibility for identifying, triaging, and coordinating responses to issues brought to the first deputy commissioner's attention;

* ensuring communication among agency staff and coordinating intra-agency meetings when necessary;

* serving as the liaison to the dcas communications and external affairs teams, coordinating responses to external inquiries;

* developing and implementing protocols for briefing the first deputy commissioner in preparation for internal and external meetings to ensure that time is effectively leveraged;

* in coordination with the commissioner office, prepare the fdc's briefing documents for external hearings;

* representing the first deputy commissioner in their absence; and

* performing various high level specialized managerial/executive functions at the fdc's request.
