Duties Description The Office for People With Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports and advocacy to approximately 136,000 individuals with developmental disabilities in New York State. OPWDD operates 6 Developmental Disabilities State Operations Offices (DDSOO) throughout the state with each DDSOO being responsible for the direct provision of state-operated services within predefined geographic locations.
As a member of the Division of State Operations the Senior Administrative Analyst in the Bureau of Business Analytics and Research and under the direction the Director of Enterprise Solutions. This position supports State Operations through the review, oversight, and quality monitoring of Habilitation Service Documentation, including associated documentation such as Daily Service Recording (DSR), Monthly Summary Note (MSN), and Staff Action Plan (SAP).
The role focuses on strengthening documentation practices, ensuring regulatory compliance, supporting field staff through training, and identifying trends and improvement opportunities. The incumbent will work closely with Region 5 and Central Office partners, training teams, and program leadership to promote consistency, accuracy, and quality in service documentation statewide.
Specific duties include, but are not limited to:
* Conducting comprehensive reviews of Habilitation Service documentation, including DSR and MSN records, to ensure alignment with OPWDD regulations, policy requirements, and billing standards.
* Validate accuracy, completeness and consistency of documentation.
* Identify documentation trends, systemic issues, and areas of non-compliance, supporting continuous improvement and strengthening overall compliance.
* Provide ongoing technical assistance to State Operations staff regarding documentation expectations and best practices.
* Develop and deliver train-the-trainer sessions statewide, coordinate with training department to support on-boarding and continued staff development.
* Identify training gaps and emerging trends to help shape future training strategies and ensure documentation practices remain current and effective.
* Conduct site visits to observe documentation practices in real time; gather feedback from front line staff, supervisors and leadership.
* Use survey and monitoring tools to assess compliance and usage.
* Provide clear, written feedback and practical recommendations to support improvements in documentation quality and consistency.
* Travel approx. 50% within and outside Region 5 to support on-site engagement and statewide coordination.
* Compile, track and analyze documentation-related performance data to identify patterns, strengths, and areas for improvement.
* Prepare summaries and analytical reports that highlight trends, gaps, and compliance issues.
* Translate findings into actionable recommendations that support informed decision-making by leadership.
* Identify barriers that may hinder achievement of documentation and program quality goals.
* Establish objectives for improvement efforts, develop work plans, and gather data through interviews, meetings, questionnaires, record reviews,
and on-site observations
