Summary
The Assistant Vice President, Program Coordination (Owner Support Resources) provides strategic leadership in the planning, coordination, and execution of force account services that support MTA Construction & Development's capital program. This role is responsible for ensuring the timely and cost-effective deployment of New York City Transit Authority labor, equipment, and track access resources-such as construction flaggers, work trains, and diversion support-across a complex portfolio of infrastructure projects.
The AVP collaborates closely with MTA C&D Delivery business units and other NYCT stakeholders to develop optimal track access plans, including cost and schedule estimates that allow for efficient execution of construction activities, as well as ensure impacts to operations and resources are minimized as much as possible, and recommends and implements initiatives that enhance operational efficiency and reduce support costs.
Responsibilities
The Assistant Vice President, Program Coordination (Owner Support Resources) is responsible for the following strategic and operational functions:
Program planning & implementation:
Lead the planning and coordination of force account support-including flagging, work trains, track access, and diversion services-for all MTA C&D-managed capital construction projects.
Stakeholder alignment and coordination:
Coordinate closely with MTA C&D Delivery business units, operating agency stakeholders (e.g., NYCT Maintenance of Way, Service Delivery, Operations Planning), and third-party contractors and support functions to align force account resource planning with project schedules, operational constraints, and service delivery requirements.
Cross-functional issue resolution:
Facilitate cross-functional collaboration to proactively identify and resolve conflicts related to track access, labor availability, and equipment deployment.
Executive representation:
Represent Owner Support Resources in executive-level meetings and working groups, advocating for resource needs, negotiating access priorities, and ensuring alignment with broader capital program goals.
Team leadership and culture building:
Lead and mentor a multidisciplinary team of Sr. Directors, Directors, Managers, and Analysts, fostering a culture of transparency, responsiveness, and collaborative problem-solving across departments and agencies.
Estimate Development and Validation:
Oversee the creation of detailed cost and schedule estimates for force account labor, equipment, and access resources across a portfolio of complex capital projects.
Performance monitoring:
Track force account performance against budget and schedule baselines; identify variances and lead corrective actions to maintain delivery targets.
Procurement strategy alignment:
Advise on contract structures that incentivize efficient force account usage; collaborate with MTA C&D Contracts and Delivery teams to implement and evaluate these strategies.
Performance reporting:
Produce and present performance reports on key metrics (e.g., budget adherence, resource fulfillment, service impact) to executive leadership and project stakeholders.
Strategic Oversight & Operational Excellence
Strategic Oversight of Processes:
Provide high-level governance and direction across complex, cross-functional processes to ensure alignment with strategic initiatives
Resource Optimization:
Develop and implement strategies to reduce reliance on force account resources while minimizing operational impact-driving sustainability, resilience, and cost-efficiency.
Complexity Management:
Navigate and lead through operational complexity by breaking down challenges, prioritizing effectively, and designing scalable solutions that support growth and adaptability.
Multi-Workstream Leadership:
Successfully manage numerous concurrent work streams in fast-paced, high-pressure environments-ensuring deadlines are met, dependencies are coordinated, and teams are empowered to deliver results.
Track Access Synergy & Risk Alignment:
Identify synergies, overlaps, and potential conflicts for track access and other force account resource needs across projects and initiatives; provide strategic recommendations to optimize outcomes, mitigate risks, and align with broader organizational objectives.
Education and Experience
A Bachelor's degree in Transportation, Urban Planning, Business, Public Policy, Construction Management, Finance/Economics, or a related field.
