Duties Description

BASIC FUNCTION:
Direct the activities of Harlem CDC, a subsidiary of Empire State Development (ESD) in accordance with policies established by the Board of Directors, the Corporation's By-laws and regulations.
Responsible for the oversight and management of HCDC. The position includes all project development, financial performance, intergovernmental relations, and public information associated with Harlem's revitalization and economic development efforts.
Essential Functions:
On-Site presence required, Team building, performance reviews and management.
WORK PERFORMED:
? Lead long-term planning to expand and improve programs in MWBE and small business development, home buyer support, and weatherization and energy-efficiency services.
? Monitor neighborhood trends, identify emerging opportunities to support Harlem residents, businesses, cultural and other non-profit institutions, and recommend strategic initiatives.
? Recruit, supervise, and develop staff; foster a collaborative, mission-driven organizational culture.
? Provide leadership and supervision to program managers and staff delivering business technical assistance, housing counseling, and weatherization services.
? Ensure HR policies, professional development opportunities, and performance evaluations are in place.
? Develop and direct evaluation systems to track outcomes, measure community impact, improve program effectiveness and ensure all programs meet performance goals and regulatory requirements.
? Oversee finances, accounting, auditing, compliance, grants management, and financial reporting of the Corporation, in coordination with ESD.
? Manage annual budgets and ensure responsible stewardship of resources.
? Consult with and seek the advice of members of the Board of Directors of Harlem CDC and other appropriate persons on matters affecting the successful implementation of the Corporation's programs and objectives.
? Serve as primary liaison to the Board of Directors; provide timely, accurate information to the Board to support effective decision-making.
? Build and maintain strong partnerships with local businesses, residents, government agencies, nonprofits, lenders, and neighborhood associations.
? Represent the agency publicly at meetings, community events, and local events related to community development.
? Ensure the development of, and adherence to, all the Corporation's policies and operating procedures.
