Assist in providing a variety of services to counties, towns, villages, schools and districts of the State, including financial and performance audits performed in accordance with generally accepted government auditing standards (GAGAS), technical assistance, budget reviews, regional training, and other consulting services. Examiners review annual financial information submitted by local government entities and analyze fiscal health. Auditors are expected to conduct interviews with local personnel, develop audit scope and objectives, gather, analyze, and summarize audit findings, and prepare written reports and recommendations.
Auditors also provide guidance, technical assistance, and training to local officials.
Competitive and non‑competitive qualifications for appointment under the NY HELPS Program are as follows:
- Auditor Trainee 1 (Municipal): Bachelor’s degree, including or supplemented by 24 semester credit hours in accounting or auditing.
- Auditor Trainee 2 (Municipal): Either a Bachelor’s degree with 24 semester credit hours in accounting or auditing and one year of professional accounting or auditing experience; or a master’s or doctoral degree in a related field, including or supplemented by 24 semester credit hours in accounting or auditing.
- Auditor 1 (Municipal): Either a Bachelor’s degree with 24 semester credit hours in accounting or auditing and two years of professional accounting experience; or a master’s or doctoral degree in a related field, including or supplemented by 24 semester credit hours in accounting or auditing and one year of professional accounting or auditing experience.
Note:
Courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.
Competitive
Minimum Qualifications:
Eligibility under the 55 b/c program or the appropriate eligible list for this title, or eligibility to transfer under Section 70.1 of the Civil Service Law.
Transfer Eligibility (Section 70.1):
One year of permanent competitive or 55‑b/55‑c service in an approved title for transfer to SG‑18 requires service in an SG‑16 or above title; SG‑12 or above for an Auditor Trainee 1; SG‑14 or above for an Auditor Trainee 2.
Traineeship:
Depending on qualifications, a 1‑ or 2‑year traineeship may be required before advancing to the full performance SG‑18 position.
